I really don't have a lot to go off of, matter of fact nothing really but I thought it would be really cool. Rhystic Study and maybe Propaganda comes to mind but has anyone ever made one?
The best one that I've ever played myself paired Sage of Fables with Glen Elendra Archmage to keep anything overly scary from resolving. Sage's Dousing helped in that department as well. The deck drew a lot of cards and played a lot of value threats only to beat people down with various equipment (such as Strata Scythe). Your creatures are typically VERY weak after all so it's hard to actually win games without beefing them up a bit. Countering spells and drawing cards is fine but it doesn't outright win games (unless of course Psychosis Crawler is involved). You can also rely on various Rite of Replication and Blatant Thievery effects as well, especially if you just randomly add Cloudpost and Glimmerpost to your decks (you don't need a million Islands unless you field Vedalken Shackles and you draw enough cards to find them).
Another combo to consider is Lullmage Mentor with Intruder Alarm. The former is just generically useful in this type of deck and the former is, well, broken. It's actually a challenge to build an IA deck that doesn't go infinite lol. Keep in mind that most Wizards can tap to do something so IA can do some pretty sick stuff.
The biggest thing to keep in mind is that playing small creatures, drawing cards and countering spells probably isn't good enough to actually win. This isn't a duel after all. You need to field some number of "closers" that will enable you to actually kill people when the time comes.

If you like infinite combos - Azami/Arcanis, Mind Over Matter, and Laboratory Maniac can be fun. Or a Psychosis Crawler build, or Lighthouse Chronologist, etc. Or go off-theme a bit, establish a soft-lock control with your wizards and then have some big non-wizard beaters like Inkwell Leviathan to finish things off.
Once you pick the win method, then it's much easier to build the deck to suit.

I have a Wizard deck that does just this. Also use Door of Destinies to make all your weak Wizards into beaters to actually, you know, win.

Which basically means that you're either using GEE or Cauldron of Souls heh. There's not exactly a ton of those floating around after all.
