I run my goblins pretty cut and dry. Maybe this'll give you some ideas.
Goblin Piledriver and Goblin Goon are the heavy hitters in the deck, and it's basically designed around having more creatures than your opponent. It's pretty reliable.
EDIT:Though I suppose if you don't already own most of a playset, Goblin Piledriver is prohibitively expensive.
Cabal Therapy would be great here. You can use it's flashback with a Festering Goblin/Goblin Arsonist for kill something off, or you can sac a guy with Echo that you don't plan on paying for.
I made a red-black goblin deck that is for casual play only. So it doesnt matter if it is on type 1 or 2. I hope you can help me out with this and I also hope you can bear with me. Do you want to stay in R/B, or go mono-red? Mono-red goblins is a stronger tribe by far, although R/B can be fun to play.

Actually not as true as you might think. Mono-R Goblins is typically weaker than a well built R/b, R/g or R/b/g Goblins. The reason being is because the minor splash offers you answers to strategies you otherwise have no real solution to. R/b Goblins offers Warren Weirding (kills Progenitus, Emrakul the Aeons Torn, etc.) and G offers Tin-Street Holligan (Kills Moat, Ghostly Prison, etc.). Both are fetchable with Goblin Matron and can be drawn off of Goblin Ringleader.
@ OP: There are a few general rules of thumb to follow when making goblin decks. They might help you out a little bit.
1. There is always something better than Raging Goblin. Always. 2. You want to play as many goblin-type spells as you can. Goblins have LOTS of tutors that are abusable and net you card advantage. These tutors and draw spells, however, only let you search for goblin-type cards. 3. Card advantage wins games. So play lots of goblin-type spells. 4. Unless you're building Food Chain Goblins or Goblins with Skullclamp, Goblins are typically best suited to more of an aggro-control deck than a straight up aggro deck. The reason being is that you can amass card advantage and have answers to a variety of popular strategies between your goblins and your lands.
Here's what I would go out and look for 4 of asap that are on the budget side of things:
4x Goblin Warchief: It reduces the cost of your goblin spells which is great news for you! It gives everything haste which is also awesome. Uncommon and reprinted! Awesome for you!
4x Goblin Matron: It tutors up cards for you. It's all around a great card to have in your deck. Better! It's a common!
4x Goblin Ringleader: The Ringleader is probably one the best Goblin cards out there. It is your draw engine. If you pack your deck with Goblin cards Ringleader will often allow you to draw 3-4 cards. At uncommon he's fairly cheap which bodes well for you.
2-3x Seige-Gang Commander: The meat of the deck. He drops tokens, blows things up and he's great to have hanging out. Plus, he can be put into play as early as turn 2 with some help from his little friend... With the mass number of reprints of this guy he's easy enough to find.
4x Gem-Palm Incinerator: It offers you answers to creatures, it cycles, it can kill a blocker to make sure that you get through for an alpha strike. Really cheap to acquire.
4x Warren Weirding: The big reason for playing B-splash in the deck. The "sacrafice" clause gets around shroud/indestructable/protection from colours. It can be tutored for and drawn off of ringleaders. You already have a few floating around which is great.
When you get into more expensive things you'll want these. To be honest the following cards are really what make the deck "work well" in every sense of the word:
4x Goblin Lackey: The best 1-drop creature you could possibly be playing. Perhaps the best 1-drop creature in the whole of the game. It lets you cheat into play bigger goblins, it scares the pants off of people and you want 4 without question.
4x Aether Vial: Similar to Goblin Lackey, you want four of these. They allow you to dodge countermagic, cheat goblins into play, recover from sweepers and win so much faster. A key card in the deck.
Anyways, lots of cards for you to consider and hopefully gives you some insight into how to make Goblins work for you.

I also like to imagine that he has a rotating torso (like a metallic graft that fuses his upper and lower body together), so he can spin all around, leveling everything within 20ft of him to rubble.

Well, first of all thx for the contribution^^ AEther Vial could be damn nice, though requires some build-around (most goblins should cost the same CMC)
I once had a Zubera-Sacrifice Deck, that used the Vial with 2 counters on it, and hell that was fast.
Well, I included some big spells in Deck #2, have a look in there.
Grave Pact Could be nice too, mostly in the Goblin Ping-Deck (#3)
I am not quite sure about Mogg Fanatic/Goblin Arsonist. While the first is rather easy to sacrifice, it's nearly useless if I sacrifice it into another thing, or even chump-block (or actually attack against a 2-toughness-creature), due to the M2010 Combat-Damage-Change. The latter is better in those situations, but might have some hard times in dealing its 1 dmg if there is no sac-option available.
Overall I currently tend to use Arsonist.
So, over the past 2 days I thought alot about the deck, and came up with multiple builds with different win-cons.
The following are just sample-decks, and not set into stone, so feel free to suggest more, or even point out why one of them is useless^^
The idea on this one is to get out a ton of goblins, and then Sacrifice them all for massive damage from Voracious Dragon, Predator Dragon, or Clickslither. Problems Include that if the single strong attack is blocked off, I'm gonna have a hard time to get back into the game. Black might be an option for mass-revival (Patriarch's Bidding, Living Death, Living End)
(yeah, I know it's too many cards, gotta cut that down a bit ^^)
The idea here is, to get out Goblins, sacrifice them situational for damage, carddraw, etc, and slowly bring down my opponent's life while keeping his creatures low.

Here are some "cheaper" options that will dramatically improve the deck
Goblin Warchief (makes things cheap, things get bonkers) ($4)
Stingscourger (replacing 2 spitting earth for removal) (25 cents)
Mogg War Marshal (tokens are good - plus you can see the interaction with Warchief) (25 cents)
Gempalm Incinerator (cycle to get pesky creatures out of the way - see war marshall) ($1.50)
Arms Dealer - slightly more limited than siege gang commander and tar pitcher, but the thing is a total beast against creatures and has great synergy with Stingscourger (2RR = bounce a creature, 4 damage to another creature...seems decent) (75 cents)
Goblin Ringleader - because refilling your hand is good. ($2.50)
Boggart Ram-Gang is also a budget favorite of mine. 3/3 Wither, haste is pretty solid and if you're only playing mountains, the triple red is a big "so what" (...when did this guy become a $2 card again...)
Thank you for the primer, this has been very helpful. I found out I had a lot of these cards just sitting around. I'm putting a deck together now, and I'm wondering if anyone has considered Mob Justice? Seems like a cheap finisher, with the downside of not being able to hit creatures.
I played a goblin deck a while back but retired it after it started inducing too much rage among my friends. i got some cash and i think that now is a good time to upgrade and induce more rage with it ^___^. the deck revolves around getting out lots of goblins (tokens or torchrunners/arsonists) then using raid bombardment and boggart shenanigans for giggles. the new deck list im considering looks like this:

this is one of my favorite decks to play..there's alot of random goblins in here because it just became a collection of my favorites that i have

The primer on MTGS is really outdated, but for an idea of the "top-tier" goblin cards out there you'll probably want to check this out: http://forums.mtgsalvation.com/showthread.php?t=94190.
