This is one of my Hurricane Harvey Dump decks. It's quite impossible to do anything else when everything around you is flooded. May as well use this time to improve on some decks that are lacking. With that being said, on to the fun!
Deck 2 for my Harvey dump is one of the first decks I ever made back when I really got into MtG. I've made slight additions here or there when cards were right in front of me. Otherwise, it's largely the same.
Deck Requirements:
-Keep it based around the Cleric tribe.
-Keep it Black and White.
-Budget is open, but don't get too crazy.
-Format is casual, anything goes.
With it being one of the first decks I ever made, the only one I still have, I'm probably too close to the deck to even know what to do with it. I can list some general thoughts though.
1) Vile Deacon and Doubtless One can be extremely aggressive. Their weakness is lack of evasion.
2) Whipgrass Entangler, Beacon of Destiny and Battletide Alchemist are lifesavers! Though, I likely don't need that much repetition.
3) Graveborn Muse is a wonderful source of CA in a deck that can mitigate the life loss.
4) Starlit Sanctum and Profane Prayers are great game enders on stalled out boards.
5) Interactivity is, at best, lacking. May pose a problem with newer decks and strategies.
It has been a loooong time since I last tried my hand at a cleric deck. The first thing you should do is add more lands. and to adress one of your main problems, those lands should be Rogue's Passage. 2-3 copies will suffice. That makes Doubtless One and Vile Deacon more useful. If you want those to be your main path to victory, you should add the last two copies of Doubtless One. You probably don't need four copies of the Deacon. another idea for some evasion is Welkin Guide.
If you want to neutralize your opponent's creatures, I'd run some Avacynian Priests and/or Sigardian Priests, since they can easily open up your opponent's defenses while keeping his creatures away from you. Non-human may be a caveat, but there are lots of nonhumans out there, that you want to stop. Loxodon Mystic is a bigger and costlier alternative.
Order of Whiteclay gives you some reanimation, and as it is a nonhuman, you can tap it with the Innistrad priests to get the untap without having to attack. Of course, you need a decent amount of cheap clerics for that. But since you need lots of clerics on the field for Doubtless One and Vile Deacon, you need to get clerics out and keep them on the field. Cauldron Haze may be a good answer to sweepers. Or Selfless Spirit, yeah, lets go with that one. Cheap clerics will also help to get card advantage with Bygone Bishop. Another answer for sweepers is Rotlung Reanimator, especially in multiples. Who wants to clear the board if a bunch of dying clerics will create a army of undead?
You may also want some enchantment and artifact removal. And there's a cleric for that, too: Kor Sanctifiers.
Those are just some ideas, but I don't really know, where you want to go with the deck.
Rezzahan- I was thinking about Rogues Passage or Key to the City the second I types that their weakness was lack of evasion. While activation is expensive, Rogue's Passage is likely a better choice as utility lands with X effect is generally better than a spell with the same effect. Though, the filtering from Key does make me question. As far as the numbers for Deacon and One; as far as I can tell, my reasoning was probably that on an empty board Deacon is stronger, even though One plays a defensive role better.
Your next suggestion, Tap Clerics, will be placed in competition with Entangler. As best as I can tell, they're pretty evenly matched as far as pros and cons; though the tap clerics are better on an empty board which may give them an advantage.
I'm not much worried about Whiteclay, but sweeper protection is a concern. For that, Selfless Spirit is likely the best choice seeing as it's also a cleric. The only other card I would put it in contention with would be Eerie Interlude. They both have their own unique advantages, but again Selfless will probably get the nod.
Bishop, while awesome is in direct competition with Muse. This is a very muddy Pro/Con for me as both give CA. Though, I'm thinking if I'm Hellbent and topdeck one I'd be much happier with the one-sided Howling Mine effect than a card that relies on others on top of needing mana to activate. In my eyes, that gives Muse the nod. I am open to counter arguments though. However, as long as Muse has a place in the deck, Reanimator cannot. Adding extra Zombies could only serve to kill me.
For enchantment/artifact removal, I think I would much rather devote some spell slots to Oblivion Ring as it can also target Planeswalkers(of which there are quite a few running around in my circle).
FGC - Your deck definitely sounds interesting, though as far as card suggestions, I'm only interested in Mirror Entity. Growing an army seems quite good since Clerics are a generally weak tribe.
I could never get black white to run right for me, i went right for mono white, ill post my list maybe you can snatch idea's from it. i played this in a multiplayer setting usually 3-5 people.

What would you do to improve the deck?
Let me see your best go making a Cleric deck.
