For the start I have the FTV Angel box, Archangel Avacyn, Razia, and a playset of Lightning Helix. The problem I have is that angels are all so high cost, I wont be alive to drop one. I was thinking of low cost humans and possible splash of U or B to give me options for early game.

Alright, this curve is really high. You have a lot of high cost spells. Meanwhile you only have 22 lands and little early game defense. You're relying a lot on killing their first creature with Lightning Helix and topdecking enough lands to hit your 6 drops and 7 drops, otherwise the deck falls apart.
If you want to play a "late game" deck full of big Angels, you probably want 25-26 lands. Lands are good. Lands help you cast Angels. Lands like Boros Garrison will both help with mana fixing and help you hit a higher count of mana with fewer lands in play. Cards like Geosurge are not good for a deck like this (non-combo) because they only help you one time. Other mana ramp like Boros Signet or Mind Stone or Worn Powerstone are better because they are reusable.
Unfortunately there aren't many options for Angels below 4 mana. But at 4 mana there are many good Angels. I see you're only running 3! If you run more 4 cost Angels and fewer high cost Angels, you can still have a deck full of cool Angels but you'll actually be able to cast them. Here are some examples:
Some are even good at boosting your defense until the bigger ones come online. Others shut down some powerful interactions in opposing decks, slowing them down.
I would cut both Decree of Justice and Entreat the Angels. XX is a lot of mana. To make 2 Angels with Decree you need 8 mana! It only starts getting good at 10+ mana. Entreat is only good if you can control when you Miracle it. But you might draw it when you only have 0-4 lands in play and can't Miracle it for value. You have enough big Angels in your deck that you don't need these X spells straining your mana.
If young splash black, you have the option of using reanimation for the angels if you're willing to go that route. unburial rites is fine to stick in the yard or use a discard outlet to put them in there earlier to reanimate later.
Cards like collective brutality go a long way in supporting this game plan. Prot crook, discard, and life gain all for 2 mana while getting flashback or resurrection cards in the yard at once is a good play.
If you don't want to use black, then ramp is required. Green gives the strongest ramp. Red gives you access to short quick bursts of ramp.
A mono white deck with nykthos, shrine to nyx can maybe power out some angels ahead of schedule if you play resilient White cmc heavy dudes to gum up the board. Or maybe even enchantments and planeswalkers while you use sweepers to remove atta is continuously.
Made my first adjustments and I swapped out a few mountains for 2 Temple of Triumph and 1 Wind-Scarred Crag also took out 2 cards for 2 more plains. Thought about using my Inspiring Vantage but it would be too slow for this deck maybe.
Also removed the celestial flare, mortal's ardor, decree of justice, entreat the angels, platinum angel, exquisite archangel, and archangel of strife. Used them to swap in Wrath of God and a few 4 cost angels suggested. The Seraph of Sword, angel of jublation, guardian seraph, and sublime archangel. With Linvala being reprinted and price being only like 12 bucks instead of 40 or 50 I will probably try to add her in instead of probably Serra Angel or Iona.
With those new changes, the deck is visibly running leaner and meaner.

4 Boros Signet are good ramp. Consider also something like Urza's Incubator or Semblance Anvil.
4 Lightning Helix will help keep you alive in the early game. You might also want some blockers, like Wall of Omens, and some more cheap removal like Swords to Plowshares.
Low cost humans like Doomed Traveler can also help survive the early game. Angels + Humans is a common theme.

Incinerate is OK. Lightning Bolt or Condemn is better.
Surging Flame is not worth playing without some way to guarantee you hit the Ripple.
