There was a time when Wizards experimented to see just how bad removal could be and still be playable in Limited. Death Bomb was one such experiment and it got played. This card is along the same lines, and I think, it would totally be playbale in Limited. In fact, it should still be a rather high pick. Spending two cards to get rid of a bomb? Those are acceptable losses indeed, especially if you only have one card to discard and know exactly what you are losing (probably a spare land).
He basically swings two in your favour whenever you play another card, and once he's dead you get a Tallowisp back. And he looks like just a lousy 2/2.
In the right deck, the card becomes this:

Whenever this creature dies, return your best creature of two mana or less to your hand.
Whenever you play a spirit/arcane in your opponents turn or for the second time during your turn, you gain an extra attack phase with this creature.

Useless against the Sword. The 1/1 creature did enter, so the Sword triggered. Making the 1/1 bigger after that will not stop the trigger from bringing the Sword back and attaching it to the creature.
If you want to stop the Sword of the Meek + Thopter Foundry combo (and most people should know about that one), you can increase or decrease the Thopters' power and/or toughness with cards like Shared Triumph (set to Thopter), Meishin, the Mind Cage (with at least one card in hand), One-Eyed Scarecrow, etc. The tokens then don't enter as 1/1 so the Sword in the yard doesn't trigger.

I have to agree with this statement. I find that I like much of the older artwork(especially the lands) from the older sets over the new artwork that is seen more recently.
