I have a few of these and other oddball goblins like goblin snowman from back in the day. I don't think these are even good enough for draft chaffe anymore.
The best goblin in 1993, and supposedly part of Andrea Redi's 1995 World Championship deck, which dominated the Swiss rounds before falling in game 5 of the quarterfinals to Henry Stern's 63-card "Vise Age" deck. I doubt this list is real, but here it is:

imho, the "city's blessing" is just a mess of wording. Why not just say "Ascend- As long as you control ten or more permanents, ~ gets +1/+1."

Personally, I'm moreso unhappy that they wasted the keyword "ascend" on the city's blessing term - but I agree there's no need for both game terms here.
