my main strategy with this deck is to exploit the "tap for damage" mechanic. i start by getting a cheap creature that can deal direct damage to my opponent, then enchant it with curiosity or sigil of sleep in order to get more bang for my buck. I've found ways to turn my blue mana into damage as well using pemmin's aura on one of my tap-for-damage guys.
I'm willing to look into the possibility of using uncommon lands as well, but haven't put much energy into that particular aspect of this deck.
in that case i would suggest you looking into Mizzium Skin and Syncopate as cheap options, easy to get, for cards that may be helpful. Right now, your deck takes a while to get going i would assume... and even though the creatures get effective as time goes on, they are easy to remove. So having a decent counter at hand or a way to get Hexproof (beyond just Pemmin's Aura and faster than the Boots) would perhaps make your creatures resist longer on the field.

oh my... mizzium skin is a nice candidate here. I'll consider syncopate as well. I've tried using counterspell, but I seem to have trouble getting my islands when i need them
I found a neat little card called lux cannon today. having the possibility to untap it multiple times during a single turn makes it much more useful but i'm not sure how well it will actually work.
also, does anyone know of a permanent that i could tap to counter spells or abilities? that would be pretty awesome for this build
For a budget land option, throw in a few Izzet Guildgates to smooth the mana.
You could also make the deck a bit more artifact heavy with Rod of Ruin . Combined with puppet strings and Icy Manipulator they could be pretty annoying with an unwinding clock in play.
A few meekstones would also play nicely in your deck. Most of your creatures are tiny and for your few large ones, you have lots of ways to untap your creatures anyway.
I'm surprised no one's mentioned Basilisk Collar yet, the card's nuts with pingers. The collar plays especially well with these cards:
Gelectrode: This guys a BEAST since he has built in ability to untap himself. Very abusble in the right deck.
Goblin Sharpshooter: Another (expensive) beast of the old days. With Basilisk Collar, he can wipe out the entire board.
Your deck looks like it wants to be a combo deck, but I can't help get the feeling that without any proper card draw/filtering, you have some games where you just don't get what you need, or draw all pingers with nothing to interact with them. Personally if I were building this deck I would take it into more of a control/combo build. Ponders and Preordains would be the order of the day to help me find my combo pieces. I would probably have a few extra utility counter/burn spells in my deck to fend off my opponents and keep them in check while I get my board position setup. Gelectrode and Basilisk Collar would fit very well in this deck, and you could probably even fit a few of the other cards from your list into this build like Cunning Sparkmage, Slumber Titan and Niv Mizzet.
There are probably other ways you could go. For example, since you're already running a fair number of golbins you could focus more on goblins and make it a goblin combo deck. Goblin Matron is an excellent goblin tutor, and I'm sure you could easily set up some infinite combos with Krenko, Mob Boss, Goblin Fireslinger and/or Goblin sharpshooter.For example, Thornbite Staff and any sacrifice outlet (which there are plenty of options for sac outlets in goblins) allows you to untap any of the creatures I mentioned above.
These are just some ideas, I'm sure there are plenty of other ways you can go. Best of luck with the deck!

I like your idea of adding basilisk collar. and having the ability to reorganize my draws would be REALLY nice. I'll take that under consideration. thanks.
I don't want to change the fundamentals of this deck however. I'd like to keep it as a tap for damage powerhouse, as it has served me well in this role.
This is my list. Obviously it is budget, as you can see by the land base and the use of Gorgon Flail instead of Basilisk Collar, but it works great for me. Maybe you can get some ideas from it.

Staff of Domination would have a lot of uses for this deck.
Brimstone Mage would work well here, plus it's a shaman!
