Greetings, as the title says, I am not sure exactly what this deck would fall under in terms of format if any at all. It is just something I through together to control and annoy the crap out of my friends.
Thus far it destroys everything my friends can throw at it about 99% of the time, Zombie decks, Demon decks, but it doesn't hold a candle to my soldier deck, so I am wanting some improvements to bring it up to par with my other deck which I will link below.
I want to keep it basically the same, or with slight alterations if possible that only make it better. If there is a newer better version of something for instance, that is what I am curious of. If possible please keep the cards cheap, I cannot really afford 5-10-15 dollar cards.
From what I can see, your deck is very effective at countering the creatures and spells of your opponents, but your just not going to win because you don't have the milling ability. For every card you counter, that is a milling opportunity wasted. Overall, you have 26 control cards, 22 islands and 11/12 milling cards. I can speak with relative certainty that unless you play an opponent which has less than 60 cards, your not going to mill him successfully. This means you have twelve cards in your deck that serve little purpose in your current situation.
To solve this, you will have to commit to one side or the other; a mill deck or a control deck.
I have zero experience with control, so I can only give suggestions on how to make a mill deck. Thought Scour and Mind Sculpt are pretty much staples in blue mill. I would suggest replacing Control Magic and Snap with those.
You said that you want to avoid spending money on cards, but if you can add in at least one Jace, Memory Adept it would increase the power of your deck massively. Have three (instead of Beleren) and you will probably play one in every game, decimating your opponents. If you do decide to get them, consider adding a set of Jace's Erasure. Have one on the field and your opponent will have to mill forty cards due to Jace's Ultimate. Have two, and that is sixty. I bought my playset here: http://myworld.ebay.com.au/slamcards/&_trksid=p3984.m1423.l2754 for $21 and shipping. Just keep bidding in the last hour and your almost certainly set.
If you cant go with Jace, Memory Adept then you will have to really bring in the card mills. Dream Twist is a very cheap, yet effective mill. Chuck in some Concentrate or Ponder (although its banned in most tournaments) for card draw. Augur of Bolas, while not my favourite, is very effective, depending on the amount of sorceries/instants you have in comparison to other creatures.
If you find yourself being swamped by your opponent's creatures, consider Fog Bank for blocking (It doesn't stop trample though).
A lot of your cards have a high mana cost. If you remove some high cost cards with cheaper things, you can remove more land, increasing milling effectiveness.

Thank you for your reply, I guess the main idea behind my deck was to just control him long enough for him to deck himself essentially, not sure if that is viable or not.
But perhaps I will try and lean towards more mill and if he drops a creature he drops a creature, Fog Bank is a good idea, does he prevent deathtouch or no?
I am torn between Sower of Temptation and Control Magic, they cost the same, but I think control is safer in terms of being destroyed. If I can ditch one of those I can throw in 4x Dream Twist.
So if I have all of these cards, what would be the best possible 60 card mill deck that I can create using only these cards. I just want some obvious control, but mill as quickly and safely as possible.
I figure the Hedron Crab + Evolving Wilds is a must, Fog Bank creates safety. I think Snap is pretty solid because I can get my lands back and possibly throw down two cheap millers afterwords.

As a blue deck, you need more card advantage. Jace's Archivist is the way to go. Mills the opponent. Gives you card advantage.
