Seriously, mill isn't hard to counter. Think of it like this, if you play poison, you only have to deal 10 damage. If you play burn or aggro, you only have to deal 20 damage. Mill has to deal 60 damage.
But if you want a deck, I'd play some kind of mono green beatdown deck that wants to win by turn 4.
i have all sorts of decks and my opponent's mill deck is pure blue mostly consisting of mill related spells and counter spells; i'm just not sure what is most effective against a mill deck and what are key cards like how shadowfenix suggested True Believer.

Your opponent can't deck you if you still have an eldrazi in your deck, since it shuffles your graveyard into your deck once it hits the graveyard from anywhere. Works well especially since you are playing against a blue based mill deck which probably doesn't have Leyline of the Void. Alternatively, you can play anti blue-based control cards such as Great Stable Stags to beat your opponent before he can mill you out.

The legendary Eldrazi have a trigger like Gaea's Blessing that lets you shuffle your grave (including them) back into your lib. when they hit the yard from anywhere. it's uncounterable (bare a few cards liike f.e. Stifle & exctration effects), costs no mana and no hand card, just a deck single deck slot. worst case you draw it , can't cast it and have to discard it somehow.

Try using cards that make him discard cards or remove his milling permanents. I played a madness deck with Rix Maadi, Dungeon Palace, and lost as I had no hand. Simple destroy target artifact/creature spells weaken a mill deck a lot. What color(s) does the deck run?

I have a question to ask I rub a red black vampire deck and my cousin is running pure blue mill deck with 4 cards mainly focusing on milling my deck and he has 4 enchantments that cause me a lot of trouble called Sphinx tutelage how can i counter this cards and the planeswalker Jace memory adept and keening stone? any tips on how to counter those cards with my vampire deck
This five year old thread (pleae don't necro such old threads) already lists the most suitable approaches: Eldrazi titans, Gaea's Blessing (off color, but irrelevant because you expect it to be milled anyway), Witchbane Orb, winning the game before you are decked. They all are possible solutions for your deck as well.
In addition, since you are playing vampires, so presumably quite a lot of creatures capable of attacking and packing a punch, you can attack the Jace planeswalker directly with them to kill him. Also, since you know his key cards, you can exile them from his deck before he plays them with Cranial Extraction or Slaughter Games, you have quite a few choices for that in b/r. Another idea is to use his milling cards against him by playing with flashback cards and other stuff that works from the graveyard, like unearth creatures from the shards of Alara block, or retrace cards like Worm Harvest.

Another very easy way of combating this milling deck is to simply increase the deck size. Not too much, but by a few cards, say 5 or so, this can go a long way if games are usually close. You can even use cards like Gravepurge to that purpose, and that card should be useful when facing other decks as well.
A Reito Lantern can not only save you from being milled out, but essentially lets you tutor up what you need most that turn if your library is otherwise empty.
