Again, since I haven't been playing MtG in a while, my variety of cards may be very limited. So please do suggest any better/more recent cards and any changes to the current decklist is appreciated.
You are playing too many Guile. Your creatures are too expensive, and you'd be better off with stuff that improves your card quality, like Augury Owl, which happens to be awesome with the Sphinx. Same with Preordain, which you should run in place of Mana Tithe and Overrule (neither of which are not that great in multi-player or slower casual games).
Last thing, you don't have enough lands. A common mistake of new players is to not play enough lands, start out with 40% (24) until you discover the kinds of decks that allow you to play more or less lands. In general, counterspell decks want better than 40% , but start with 24 and then add them when you feel its necessary.
Definitely agree with mike that you need to up your land count to 24, its a must.
I'd go ahead and go mono blue also as you honestly aren't using white for much, I mean Mana Tithe can be replaced by Force Spike (they are the exact same card) so that leaves Hindering Light as the only reason you have white in the deck. Plus your mana base will be a lot easier to design and a lot easier to play with when your only in one color, something that can really help control decks.
Other than the white cards the only other card you really need to cut is Overrule and Squelch. Squelch is just too conditional and as for Overrule it just isn't that good and you need some room for some bounce in your deck in case something gets through uncountered you can bounce it back to their hand and have a second chance at countering it, plus it helps with tempo.
I haven't been playing in a while but I had this sudden urge to complete my U/W Control Deck. It's mostly blue but I decided to splash white.
