So I'm throwing together a UW deck for funsies and I could use some advice/suggestions on how to go about it. I'm just getting back into magic after a few years off so I'm a little "rusty". It's casual so it should be "fun" so I don't want it to be too control-like. I was thinking about throwing some 1 of angels for finishers. Any suggestions?
I really need some draw...

I am not really seeing much of a win condition here. Plumeveil can't attack and Thistledown Duo and Meddling Mage are kinda small - its easy for your opponent to bolt them in response to your trying to enchant one with the godhead.
If you keep Plumeveil as a surprise wall and Meddling Mage as a control feature, I would replace thistledown duo with something bigger and capable of finishing games. Replace the Steel of the Godhead with some wrath of god for when the board gets out of control perhaps?
Overrule is cute but its a bit mana intensive (your opponent can just make sure they have the extra mana available in the later game) - perhaps good old counterspell might be better.
Four Pithing Needle is usually way too many, especially considering that your playing four Meddling Mage also. I would play one, maybe two. If you really feel you need them than add a few Trinket Mage that way you can tutor up your Pithing Needle.
With the four Oblivion Ring you really shouldn't need four Disenchant, in fact you really shouldn't need any Disenchant. Even if you play in a very enchantment / artifact heavy meta the four Oblivion Ring + the eight counters should be more than enough.
You really don't have a large beater, a big game winner. I know it is so cliche but Sphinx of the Jwar Isle is cheap moneywise and a great beater / game winner, I would seriously think about adding two or three of them. The Thistledown Duo and Steel of the Godhead can both really go.
As for draw you have a lot of options. The aforementioned Ancestral Vision is good, especially since your playing a control build and usually will be able to wait the four turns to get the draw. Two other good options are Compulsive Research and Jace's Ingenuity.

Blue's finishers are usually big sphinxes like Sphinx of Jwar Isle (shroud!) or even Sphinx of Magosi which can let you draw extra cards.

Basically what I would do with your deck is this:
-4 Disenchant
-4 Thistledown Duo
-4 Steel of the Godhead
-2 Pithing Needle
+3 Sphinx of Jwar Isle
+2 Trinket Mage
+2 Ancestral Vision
+2 Jace's Ingenuity
+2 Compulsive Research
+2 Counterspell (This will give you a solid 10 counters)
+1 Sensei's Divining Top (Kind of expensive but a great card, plus is tutorable with Trinket Mage)
