Hey, all. I've been thinking of this concept for a while, and I'm pretty sure it'd be fun to play in my group of friends. It's budget, but let me know what you think.
Basically, you want to start out with a Prickly Boggart turn 1. (Oh, and hope you dont face artifacts/black.) Try to get out Oona's Blackguards before anything else (the extra damage helps a lot) and then swing, using the Bannerets to make Prowling easier, and the Fortunes to get to what you need. Squads get rid of problem-cards, and Exploitation is just plain mean.
Mid- to late-game, you should have 1 or 2 Notorious Throngs in-hand. If you attack for even 5 damage (though with the Blackguards it should be more) you should easily be able to get out 5 or 10 1/1 fliers, AND an extra turn or two!! PLUS, with the Blackguards, they get +1/+1 counters. Sick, huh?
Also made a Mono-B version. No mana-screw, better curve, probably the better idea:
What you're suggesting is to replace Prowl with Ninjutsu. A) I find Prowl to be a wider variety of choices to choose from, B) Prowling is reduced by the Banneret, thus becoming more efficient, and C) if I play Ninjutsu, the Rogue damage wouldn't be dealt, removing an opportunity for both Prowl and the added bonus from Stinkdrinkers. I know there would be no Ninja damage effects to reconcile that, as I wouldn't be willing to pay $3 at least for an Ink-Eyes. Any Ninja deck falls apart without her.
I might consider running one or two of the Ninjas for alternate options. But, please, offer up more than just cards. If you have an idea, please suggest what could be gotten rid of as well. Playing a 65 card deck doesn't cut it for me.

Absolutely not, hell the best ninja decks are mono-U. hada spy patrol has no place here, neither does the U.
Get rid of U and go mono-B.
if you need a list lemme know.

List might help... You really think I should get rid of Notorious Throng and Knowledge Exploitation?
Ok, lemme find it real quick. I also have two different ones, one is a control-aggro style and the other is straight aggro. But i believe you wan't to get the most out of prowl and i'm not sure my list do that, but they are rogues.
You use a lot of pricey cards.. Bitterblossom, Umezawa's Jitte... But I did decide to try my hand at a mono-B. I decided I'd rather stick with focusing on Prowl. It's at the top. ^^^
And yeah, I lucked out and pulled a lot of those cards in random packs lol, like thoughtsieze and jitte.
You have plenty of creatures so don't worry about bitterblossom, but it is ☺☺☺☺ing nuts in this deck.
cloak and dagger do fine instead of jitte and duress is a budget thoughtsieze. Also what is up with whispersilk cloak? dont a lot of your creatures already have evasion? Although the shroud does help out nicely and unblockable makes sure the prowls happen in case of going against artifact/black or other flyers.
3x Inkfathom Infiltrator
2x Hada Spy Patrol
4x Prickly Boggart
Pumps:
3x Cloak and Dagger
4x Oona's Blackguard
3x Stinkdrinker Bandit
3x Earwig Squad
3x Knowledge Exploitation
Utility:
3x Thieves' Fortune
4x Frogtosser Banneret
3x Notorious Throng
Lands:
13x Swamp
9x Island

Others:
4x Frogtosser Banneret
3x Morsel Theft
3x Earwig Squad
3x Whispersilk Cloak
20x Swamp
Works basically the same, Whispersilk to make the "finisher" (the Squad) unblockable.
ink-eyes, servant of oni
higure, the still wind
throat slitter
ninja of the deep hours
I would add many of those in your deck.

If you need CA though never forget about sign in blood for mono-B and night's whisper otherwise.
I would prolly side-deck some removal just in case like doom blade, diabolic edict, cruel edict, etc.

Phyrexian Arena could work as a good draw engine for this deck.
Marsh Flitter is also a cool card that would work in this deck.
