I'm a relatively new magic player, and I'm having some issues on making my deck a little smaller. Right now I have a mono blue deck, and I was wondering which cards I should take out. It's not the best deck in existence, but hey. Right now, it has a lot of cards in it. This is my deck right now as it stands:

so first what you want to do is take out all these cards that dont do anything. focus on a theme. its OK to run 1ofs and 2ofs, but you want to keep on getting a single idea out. usually, for mono-blue, people run 20 or so counters, several drawspells, and a really big fatty, like guile.
you should take out everything that doesnt fit in the theme. for example, kraken's eye does nothing, except make you tap out on turn two. the life gain is neglible. you should take that out.
you should find your deck size dwindling fast.

Ok, looking at your enchantments, i can see that you added in some things like favor of the overbeing. they fair well in multicolored decks, but you should take them out, because they will only be half as effective.
-2 favor of the overbeing
-2 steel of the godhead
-1 clout of the dominus

Second of all, you have some cards that are just... there. they serve no real purpose.
stuff that draws you card advantage, which means you have more cards available to you than your opponent does.
good drawspells are like ponder. it may draw you one card, but then it lets you have another counter in your hand, and makes your next few turns fixed up.
howling mine is not a drawspell. it makes your opponent have more cards, because you cast it for one card, and then he draw two cards, then you draw one card, netting you one card, and him, two.
the problem with flow of ideas is that its too much mana. its useful in some decks, but it costs too much, and taps you out when instead you can put guile into play.
put away isnt very good. its four mana for a card back inside your deck. i would replace it with mana leak, its good for the first 4-5 turns. if you want another 4 mana counter, dismiss is better, because you draw a card, its self replacing.
also, cancel is very bad. there are better cards than that. dream fracture is one that catches my eye
condescend is a nice counter, one you already have. you pay a little mana, they get their spell countered, or they tap out, and you get to look ahead a little. great spell.
Looks pretty good so far. There are some immediate changes that you can make to improve this deck greatly however:
-4 Cancel
+4 Dissipate
Dissipate is the better option here. For the same CC you remove the spell from the game which is crucial against any deck that has the potential to recur a card. **Note: In the context of the other changes this one is at the bottom of your list**
-4 Put Away
+4 Mana Leak
The issue with Put Away is that it's REALLY expensive mana wise and has no *real* benefit. Mana Leak is cheap and, if played correctly, gets the job done.
-4 Ponder
-4 Boomerang *OR* Echoing Truth
+4 Brainstorm
+4 Fact or Fiction
Put simply: Brainstorm and Fact or Fiction are near staples in casual MuC. They let you draw cards, they're instant speed, they have low CC and they have no drawbacks despite Fact or Fiction seeming to have a drawback. To be honest, this will likely be the most expensive part of your (casual) MuC deck, but it does indeed offer it power. **Note: Getting Brainstorm and Fact or Fiction should be at the top of your list for changes to make**
*Note: The choice of Boomerang or Echoing Truth is a matter of your meta in my opinion. Boomerang lets you bounce lands, Truth lets you nuke tokens. I prefer Echoing Truth, but it is to some degree a choice decision. Also, Propaganda might be a decent sideboard choice for your deck, but again, it's really a matter of meta.

this is my mono blue control:
4 force spike
4 counterspell
4 rewind
4 mana leak
4 ponder
4 guile
4 aeon chronicler
its lacking serious draw power, but its ok.
you need many counterspells, and what you cant counter, you bounce or control with mind control (non budget decks use vedalken shackles)
many of your creatures have no real purpose. parapet watchers doesnt. wall of ice does, its a good blocker.
