Every format follows the 4 cards per deck rule, even casual.

You didn't explain what could stop this kinda deck, alternate choices for cards, or go into real depth. I would personally hate playing against this kind of deck the first time, and then I would perma-ban it from my playing group. Wizards makes the rules for a reason, and...its taking too much effort to rant.
The primers are well thought-out strategies and ideas on one specific deck, and they contain (very often at least) what I mentioned.
This same user made a "primer" about The Cheese Stands Alone, and I believe a mod may have edited the thread title as everyone accused him of trolling.
Please note the Primers stickied at the top of the forum... those are primers. This... is not a primer. I still think this guy is a troll.
Honestly, OP, do you expect that all Primers get magically stickied?
A) Primer writers need to contact a moderator to get a go-ahead (in terms of posting an official version with Primer in the topic's name).
B) They need to be relatively serious decks. No Un-stuff, no rule exceptions, none of that.
C) This is the Casual Forum. If you wanted MTGO Freeform, we have a Magic Online subforum elsewhere.
