A mono blue control/spellslinger dekc based around the new Dominaria wizard Naru Meha, Master Wizard
The main goal of the deck is to use bounce spells to prevent your opponents from killing you while you assemble a win in a multitude of ways. Such as gaining enough life through Aetherflux Reservoir to deal 50 to each opponent, making a wide token army with Metallurgic Summonings, Kefnet the Mindful beats, or a Rise from the Tides zombie army.
When building this deck, I was trying to find fun payoffs for casting lots of instants and sorceries that didn't create extremely long turns. And with the exception of Aetherflux Reservoir the deck does take less time then my initial build which had a storm orientated game plan.
I chose Naru Meha as the commander since she provides an interesting ability when entering the battlefield, but is not necessary at all for assembling a win. In fact, of the few games played so far, she has only been cast once and targeting a card draw spell. Which is how I saw her helping my game plan.
The choice of the commander was also influenced by my desire to cast and copy cards like Blatant Thievery and Rite of Replication. Which can be a very fun and strong play in the mid to late game.

I will also be updating this thread whenever I make any card changes with both the replacement card and the reasons behind the swaps.
Oona's Grace - Retrace is nice, but 3 mana to draw a card is just too much. I would rather be exploring something that either draws more up front or does something more and just has "draw a card" tacked on. Kefnet is good for this (and you already have him). Maybe Azami, Lady of Scrolls? She always lets you draw at least one on her own and you have a couple other wizards so it can help draw even more.
Coastal Breach - You only need so much mass bounce (and I suggest another below). This is the worst of the 4 I see you have in your list above so I could see making room for something else.
Unwind - Conditional counterspells are tough, even if this one does let you untap lands. Maybe try Rewind here?
Hurkyl's Recall - How often are you facing artifact heavy decks where you other bounce spells (targeted and global) are not able to deal with them. It seems like this would be better of being something else that is more flexible.
Quicken - This isn't the worst card, but you are pretty heavy on the Instants already. I would either just say run Vedalken Orrery or just accept that you can't always cast a Sorcery when you want.
Some thoughts for additions:
Thassa, God of the Sea - I think she can be a decent beater if you get enough devotion (though that may not happen often). More importantly, she is card selection and she can help your other small creatures get through in a pinch.
Evacuation - Instant Timing creature removal is great and since you play so few creatures (and yours all benefit from Entering the Battlefield) this seems like a no-brainer.
Teferi, Mage of Zhalfir - He could be a decent way to help stop your opponents from stopping you. The Flash for creatures part is less relevant, but I am convinced there are probably some other creatures that could be added.
Naban, Dean of Iteration - He could be fun and helps your general make another copy or helps your other wizards do more. Again, you don't have a lot of creatures, so this is on the line probably.
Counterspell - You have a fair number of counters so I would say good ol' counterspell deserves a spot.
Into the Roil - You are already running Blink of an Eye. Another copy is definitely worth it as it pertains to your theme.
I really like Evacuation and Teferi, Mage of Zhalfir, going to have to try those out for sure.
Since the list isn't sorted by anything except type, I don't blame you for missing them but Counterspell and Into the Roil are both included.
However, without more and most likely large changes to the deck I don't see Thassa, God of the Sea nor Naban, Dean of Iteration being too relevant. But I will make note of them in case the list ever ends up being more permanent based.
After playing a few more games, I decided to include Spelltwine as it fits the theme of being a big blue spell which I may want to copy with Naru. To make room I took out Oona's Grace, as while I like the card to filter lands to more draws, being three mana and not always useful in the graveyard it was under performing.
Just keep in mind that the spell cannot be cast without at least one opponent having an instant or sorcery to target. In EDH this is a very unlikely occurrence so it certainly isn't a reason not to run the card. Which of your spells do you plan on targeting with this?
In any case, I think it is much better than Oona's Grace and it better exemplifies EDH: play big stuff
