So this is my brother in laws deck.
It was one of the commander 2016 decks that I got him for christmas. We've improved on it a little here and there. But I still think there are some subpar card choices and I feel like the deck could use more focus for reliability. And it may need morr ways to close the game too. So I'm looking for add/remove recommendations.
Anyway, to answer your question: You seem to have quite a few creatures that don't really do much to advance you, or fulfil roles that other cards would fulfil more efficiently. I'd get rid of the following for being inefficient/clunky:
As for win conditions, Call the Skybreaker can be great for long, grindy games (although it's a card better suited for Mizzix). Guttersnipe damage can add up quickly, as can Sphinx-bone wand. Sentinel Tower is a slight twist on the wand from Battlebond that's worth trying out. Docent of Perfection can also be quite potent.
I'd also look into running more counter magic, preferably two or three CMC counter magic. Another must-have card for a spellslinger deck is Isochron Scepter.

I think the charmbreaker devil should stay though. It fits the theme and is a bonkers rite of replication target.

The biggest problem with Charmbreaker Devils is that it has no evasion. The randomness also often means that you'll end up getting back Peek when you wanted Cyclonic Rift. I've run the devils in my budget Mizzix of the Izmagnus list before, but without a way to consistently make it unblockable it just doesn't do much.
I see your point. I'm coming from my experience with it in my Squee deck. It consistently gets back targets that I want since that deck has fewer instants and sorceries than this list runs. And they're pretty much all earthquakes. This isn't actually my deck after all.
Now how about if we wanted to make absurd amounts of mana to be able to chain a ton of spells together. Without necessarily going infinite. Paradox engine maybe?
