So, the basic idea - take your average fun spell-slinging Grixis deck, add Kess as a commander along with a few Wizard tribal elements, start doing everything twice as much! Should be fun, right?
This is vaguely budget, so no Snappy and no shocks or fetches. Other than that, this is a fairly reasonable deck to build.
I'm still balancing the land out somewhat. I'd like to find room for Mirrorpool in particular, but it might not have enough colourless mana sources to work well enough here.
Bolas Himself is on the bubble, as are some of the other more expensive CC cards in here. Perhaps some should be dropped for more cheap, effective spells.

Yes, Virginia, you can fork spells that Kess is recasting.
Yes, you can kick spells cast out of your yard with Kess (hi there, Rite of Replication)!
Yes, you can cast Ritual of the Machine out of the yard / fork it so long as you throw another creature overboard as part of the casting cost.
No, copying a spell with Cipher doesn't mean you get to cipher it a second time onto something (Cipher's hint text asks for a physical card... sorry, Stolen Identity, you could've been baaaaroken)!
