"Planeswalking is real, and all planes are vulnerable to attack. Which is why we must travel to and from these planes to prevent the rise of these 'planar aberrations', and erase their damage to all of Dominaria. We are a team of outcasts, renegades, even outlaws. So please, don't call us heroes...we are Legends!"
Okay, this is my last finished deck that I have. I imagine this will get the most suggestions for improvements, seeing as there are more than a few Sisay decks here in this list, and mentioned elsewhere, not to mention the combo threads scattered all over. Nonetheless, this is one deck that scares more than a few people after the first few legends drop(surprise, surprise), so I must be doing something right.
EDIT: Am starting(with this list) to update my decklist with each card's CMC for quick reference. Mana curve has been stated to be a problem, so it would be nice to have a visual confirmation/denial of such things. Pretty sure I've fixed the mana curve problem. Being able to have more legendary lands to tutor with Sisay helps, and since Kamahl's oath and the Urza-laser can also be tutored with Sisay, the reveal clause often helps with some political wheeling and dealing(positive and negative, of course).
That said, gaining 2 life, essentially nullifying a shock to the face, doesn't seem particularly worth 1 mana.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
That said, gaining 2 life, essentially nullifying a shock to the face, doesn't seem particularly worth 1 mana.
1. I've thought about a sac outlet yes, but I don't generally work well with triggers. I know about the whole 'O-ring perma-exile' stuff as well(and I'm assuming Mangara would work the same way you're implying), but...perhaps later I'll REALLY look into it.
2. I'm confused on why you state Elfhame Palace is bad, when all but a few of the cards you list also ETB tapped, AND provide the same G or W. Kabira Crossroads I agree on...that's just a stand-in until I get the better cards, but you have to be talking about something other than Elfhame. Not only that, you should see that most of the other lands you list are already in my deck as well. Nonetheless, as I said...Kabira is only a stand-in until I get better ones(and I really should track down those other Shadowmoor lands...Fire-Lit Thicket is a godsend in my Mayael deck).
I was just listing the strictly betters. (I forgot Savannah, but I assume it's out of your price range anyway.)
tl;dr: With tapland duals, you can get a conditional tapland (such as Sunpetal Grove) or a "tap or take another downside" land (such as Temple Garden).
Yeah, Mangara works similar. Tap Mangara, then in response, exile or sac him. Your target's exiled but Mangara isn't.

Understood...after posting, I couldn't stop pondering as to what you were getting at, and I arrived at that same conclusion. Granted, there's nothing softening the blow of Elfhame ETBing tapped, but it's still okay. Again though, as you say; better lands, and I will be working to get them when I can(probably the other temple, honestly).
Any suggestions on where Selvala would be best inserted? I'm almost thinking that Unbridled Growth could go, as I won't be having too many mono-colored non-basics for long...guess I didn't need the color fixing as bad as I thought.
I like the little Planeswalker theme. Too be honest I have no idea how you cast anything in this deck, the curve is full-blown out-of-this world costly.
Getting a Legendary Equipment and paying the equip cost seems like slow going.
Hunting Grounds, Bear Umbra, Elvish Piper seem like trump cards for making this deck work, but most of the time you'll be sitting with cards in your hand, unable to deploy all but one of them?
Obviously you can see that I play a Captain Sisay deck from my signature, but I also play several variants, those being big creature versions of the deck. My big creature version uses Myojin of Life's Web to get all the big fatties into play.

Going down your list here...sorry it's taken so long to respond to good advice.
1. I rarely ever have problems casting things. Getting past the curve of CMC 5 is a hiccup occasionally, but not anything serious. Quite frankly, it might be one of those decks that's more horrible on paper than it is in practice.
2. Again, not so. I admittedly DO save Bear Umbra for later, but Hunting Grounds is a stealth trump(at least until it triggers two or three times), and Piper can usually draw some hate(preferably in the form of spells rather than combat damage) at it instead of other creatures I want to keep. If they ignore Piper, more power to me.
3. Garruk 4.0 will have to come another day, but you do bring a good point. Nahiri, on the other hand...
4. Azusa never worked out for me in the past. Karametra may provide that stopgap measure for now anyway, as I have more than a few 'cheap' creatures to cast. Yisan and Selvala 1.0 are definite ones I'll keep an eye on, but I'm not sold on Spirit or MyoLife at this point...I may change my mind.
Anyway, to the changes...
- Qasali Pridemage = Nice to have artifact/enchantment hate on a stick, but...if that's all, I should be going for something else.
+ Nahiri, the Lithomancer = Good advice from darrenhabib, and since I had to get rid of one card anyway...
- Planar Bridge = WTH was I thinking adding this? There's only two cards I could get value from by using this, and one would come with a cost, since I'm not casting him. >.< OY!
+ Sword of the Animist = Can't hurt to ramp, and since it's tutorable...
- Restock - While this can be handy now and again, the card that replaces it is much nicer IMO...
+ Genesis Wave - Should be nice to just splerge my creatures out. Average cost doesn't seem too bad, so as long as I ramp pretty well...
I like this deck a lot. Just wishing she had at least one other color to play with. Also, Hero's Blade could be fun, but I understand slots are precious and it doesnt do anything beyond being thematic. Also Konda's Banner is a cool tutor-able anthem as well as Dragon Throne of Tarkir being a nice pump or pseudo Craterhoof Behemoth

Konda's Banner is something I've been told about often, and I keep trying to look for it...I may have to suck it up and finally order it online. I did NOT know about the throne however, so that may be something else to look at as well.
Hero's Blade is, as you said, more thematic than anything else. Not long ago, I saw someone post a Kari Zev deck, and someone suggested the blade for the deck...if only to have this come up...;)
Basilisk Collar swapped with Swiftfoot Boots. Another haste-enabler should be worth it, plus the dog collar never appeared when needed. It may come back when I can reliably bring in big, legendary beaters.
Grasslands swapped with Fertilid. I hope that the loss of one non-mana land is made up for with a ramp creature. But I see good things happen to others with him, so why not? I do have ways of recursion as well, if need be...
Riftstone Portal for Mosswort Bridge. Seems better to have some color fixing, just in case, particularly when I can't normally rely on getting my portal into the GY myself. Maybe that means I should get an Eldrazi in for GY recycling...
Scavenging Ooze for Gaea's Blessing. Blessing strikes me as pretty useful for targeted recursion and card draw. I look forward to seeing how it plays out.
Garruk Wildspeaker for Nissa, Voice of Zendikar. Cheaper PW to cast, and if Fertilid is out, she can provide a valuable engine with him. At worst though, she provides chump blockers, which is rarely a bad thing.
Paradox Engine out for Throne of the God-Pharaoh. I've had my fun with the engine, and I keep expecting it to be banned any day now. Even that aside, tapping my creatures for mana or tutoring and getting more value out of them? Sounds good to me.
Kabira Crossroads replaced with Inventors' Fair. 16 artifacts isn't bad to use it for, and if I'm desperate, I can sac it to tutor up an artifact answer. I don't see doing that too much, though. Plus, Legendary Land... Grasslands replaced with Cascading Cataracts. Tutoring for plains and forests is MUCH less of an issue right now, thanks to Karametra and Anisword. CasCat has the bonus of being indestructible, so if I need to(more likely, if it's funny to), I can use Kamahl to send over an indestructible beater.
You need to include Odric, Lunarch Marshal. Any commander deck with white mana in it that runs lots of creatures with cool abilities needs this in it. He's legendary, so you can tutor him and he protects your troops by making them all indestructible or hexproof if one of them is. He's so awesome, and such a cheap card to get.

I had him in an earlier iteration(before I listed this deck here), but I don't remember why I took him out. I do agree that he's worth revisiting, as I've never liked seeing him across the table from me, and those guys don't have creatures AS scary for him to trigger off of. Good call, sir.
- Yosei, the Morning Star = Nice guy, but usually when he hits the board, my stuff isn't going to die anytime soon/at all. Kind of relegates him to a big body. Out.
- Gaea's Blessing = Risky to take this out(as it was a pseudo-Eldrazi, but I don't think being milled will be a problem most times. Still, should replace one of my other cards with an actual Eldrazi sometime soon...
Interesting...so, if I have ways of putting *any* counters on my dudes(say, from persist or the like), those dudes ALSO can become mana dorks? Niiiiice...

Have you thought about a sac or bounce outlet to abuse Mangara?
Also, all those taplands. I know it's irrelevant if Karametra searches for them, but Elfhame Palace and Kabira Crossroads don't strike me as particularly useful. I'd invest in Temple of Plenty, Brushland, Wooded Bastion, and (for a bit of a splurge) Windswept Heath.
Elfhame Palace is particularly bad because there are many strictly betters:
1 Graypelt Refuge
1 Blossoming Sands
1 Temple Garden
1 Temple of Plenty
1 Stirring Wildwood
1 Sunpetal Grove
1 Razorverge Thicket
1 Fortified Village
1 Canopy Thicket
(Also arguably Arctic Flats. I also didn't include Seaside Citadel, Jungle Shrine, Sandsteppe Citadel, or Opulent Palace because you can't use them.)
That said, gaining 2 life, essentially nullifying a shock to the face, doesn't seem particularly worth 1 mana.
On phasing:

For the Planeswalker theme Garruk, Primal Hunter would be a nice addition. Maybe even Nahiri, the Lithomancer, so you can put those equipment cards straight into play.
Cards I'd add; Azusa, Lost but Seeking, Yisan, the Wanderer Bard, Selvala, Heart of the Wilds, Selfless Spirit, Myojin of Life's Web
Obviously you can see that I play a Captain Sisay deck from my signature, but I also play several variants, those being big creature versions of the deck. My big creature version uses Myojin of Life's Web to get all the big fatties into play.
