Help with Niv-Mizzet, Dracogenius 2DH

My LGS has a budget format for EDH known as 2DH where the dollar value of cards cannot exceed 2 dollars. I'm working on making Niv-Mizzet, Dracogenius. I'm tuning the deck to play in multiplayer matches so I don't want to overstock in too much 1 for 1 counter spell action. Any help would be greatly appreciated.
