For years I wanted to play Circu but i wanted to put his triggered abilities to better use than milling. Thus, this deck was born.
Playstyle:
Circu here has some very interesting interactions and politics. Circu needs some form of top deck reveal to really shine in this build. Example: Field of Dreams, Wizened Snitches, Lanturn of Insight. Once the tops of everyone’s libraries is achieved, the real fun begins. Circu crafts the game NOT the win. While this deck has seen several wins, the real goal is to draw out the game and create interesting scenerios for other players to have to find solutions for. This creates a game of politics that I find more fun than a normal game of beatstick or race the combo.
Advantages:
Can easily control the board state once things are set in place. The longer the game goes, the more likely Circu is to win. Very fun to play if one like trying new ways to interact with other players. Creates unusual circumstances that require other players to find more complex solutions.
Disadvantages:
Circu does not really do well prior to turn 5. He is extremely vulnerable until he can get a top deck reveal card on the field and play "threat" onto other people.
I see that omniscience+dream stalker there. If you're open to a good challenge, you can turn Circu into a pretty sweet and fairly consistent combo deck. I started a guide here that is incomplete (but still explains how to assemble the combo), and my last decklist here as a video.
Alternatively if you are wanting to push Circu a bit further you could increase the number of blue+black spells, since Circu does trigger twice on a multi-color spell like that ashiok, nightmare weaver and Lim-Dûl's Vault of yours. The trick is finding cards that are actually playable in EDH and not just blue+black for the sake of running a blue+black cards.
You won't exile/mill out the opponent this way, but it can be very crippling to many decks to see large chunks of possibly necessary cards exiled. With Circu out you are doing that with just casting cards, and not dedicating any special effort to do so.

Some playable inclusions could be; clutch of the undercity, consult the necrosages, countersquall, diabolic vision, extract from darkness, memory plunder, mistvein borderpost, recoil, shadow of doubt (really good at screwing fetch lands up to tooth and nail's), undermine, and creatures like baleful strix, blizzard specter, cavern harpy, doomsday specter, evil twin, nightveil specter, notion thief, and shadowmage infiltrator.
