I chose Kira because I wanted to be able to have an easier time keeping my board state (LOTS of single target removal here) and I chose blue because I have a limited budget and the other colors alone all lacked a bit for me.

agreed.....I'm still lacking a lot of cards. I hope to find a way to make this deck better than it is I may...grudgingly...change commanders if I come up with an idea.
Having a resilient board state is cool and all, but if it doesn't do much, does it really matter? You still die to combo and stompy. If your meta is high removal then run something like storm or combo and win without permanents.

For mono blue, Azami is pretty good, Teferi, even Teferi the planeswalker. Depends upon your skill level, and how obnoxious you want your deck to be. One of my favorite mono blue is Mistform Ultimus, its not as overpowered as Azami, but its fun.
If you play more or less ramp (many high ccm spells) couldn't you play some other accelerators ?
things like Mind Stone, Sapphire Medallion, or Prismatic Lens (only few examples)
that's not really constructive but I believe Sol Ring is banned, at least in 1 vs 1

I agree with Istami. (BTW, Sol Ring is legal in Multiplayer.) Other accelerators that I have used that work wonders are Everflowing Chalice, Chrome Mox, and Fellwar Stone. Low Curve and all reasonably priced, Chrome Mox being the pricier one. It looks like you have a very steal/clone subtheme going on and if that's what you intend on, Sakashima the Impostor as the commander may be better suited for it. He still fits well with the other high cmc creatures to make duplicates of those. I think just focusing more on what you intend the deck to do will help. Play off your opponents spells/creatures if it is a heavy removal meta. Steal/control/copy with cards like Stolen Identity and make copies their permanents instead. I think with some tuning, it will be a great list. Hope this helps.
