A budget Prossh I've been playing casually with my friends. The deck attempts to win through combat with Prossh and his kobolds. It also attempts to capitalize on the fact that your commander can sacrifice creatures by stealing your opponents' to devour. I'm looking to give a bit of a steroid injection. I've got ~50 dollars to spend on it and I'm looking to you guys for advice. Now I know Purphoros, God of the Forge I definitely want to add, and maybe Xenagos, God of Revels too. My friend also suggested giving my prossh some more ways to get trample and I considered Nylea, God of the Hunt but i'm not sure about that one. I know the deck definitely needs tutors. That being said I'm trying add the most value I can get for ~50 dollars and that's where I look to you guys.

So, the first question for you would be, where does the bottleneck/problem happen in your games? Do you not have enough mana to cast stuff? Do you not have enough cards in hand? Do you have issues getting rid of your opponents' stuff?
Anyways, my first impressions are that you are very high on ramp effects. You have a full suite of mana elves, plus land fetch creatures, and then a huge host of Rampant Growth effects on top of that. While these effects do a good job of thinning your deck, at some point you'll just be paying mana simply to advance your land state, since you won't be drawing any more lands and making your normal land drops. At some point they'll be dead draws too.
You also seem light on card draw. I know I marked Skullmulcher for the chopping block, but he simply has not been impressive to me as of late. I'd add in the black sacrifice suite of Smothering Abomination, Deathreap Ritual, Grim Haruspex, etc. (Haruspex won't trigger on tokens, but meh). Evolutionary Leap would probably also do you some good.
From there, I'd also look at more removal. You have very little creature removal, and no diversity of removal. I also don't really see any good wrath effects to set off a reset. Lavalanche is good in your colors (+, a fireball effect always has good uses), as are Blasphemous Act, Decree of Pain, Kagemaro, First to Suffer, etc. Some instant speed creature removal, like Murder or Go for the Throat can be useful as well. Your 'steal' effects can work for that, but only if your Commander or a sac outlet is out. I'd consider removing the sorcery speed ones, but that's up to you, since it's the theme of the deck.
A bit of disruption can go a long way as well, to protect your Commander and guarantee his swing (or re-swing) a bit more easily. In your colors, my favorites are Not of this World (easy enough for prosh to get to 7), Avoid Fate, and Imp's Mischief.
Some life recuperation can go a long way. Since you need trample: Loxodon Warhammer.
For more Proshh aggro: Seize the Day makes people die. For army aggro, there are plenty of other Relentless Assualt effects, but my favorite is the entwine one that gives doublestrike.
Anyways, that's top of head first impressions. If you have a bit more background on what you're trying to fix, I can look at it again.
Mostly what I'm finding is I have too much mana and not enough to do with it, and seriously lacking creature removal. A lot of the time I end up with an empty hand also so more draw would be a smart idea. I think I might scrap the Blasphemous act/take control and sac opponents creatures idea and just go for more straight removal as I think that would probably be better in the long run.
One of the decks in my play group is a Narset, Enlightened Master that runs 0 creatures, and is literally just full of counters, board wipes, other removal and things to just buff narset. He has like 7 Planeswalkers in the deck also and I have a really hard time dealing with him unless the entire table just gangs up on him. too
Yup, sounds like re-balancing your ramp/draw effects is probably your 1st stop.
I'd look at those card draw suggestions I recommended, and add a lot more instant speed removal for Narset. Since he has no other creatures, look into edict effects like Diabolic Edict to keep her off of the table. Word of Seizing is hilarious vs planeswalkers.

Geth's Verdict is also an instant. - I don't really know if this or Diabolic Edict are really what you need, but they'll help against that Narset deck that you mentioned. It's a bit of a meta-specific call though, so you'll need to test it out and see if it does enough for you or not.
One thing I like to do when setting up my lists, is use the number slot to sort by CMC, that way I can get a quick feel for how my curve looks. That might be the next thing you want to look at, and see if your curve needs any balancing.

Upgrade that Murder suggestion to Hero's Downfall, or just run both.
For hand refilling, various Wheel of Fortune or Promise of Power would be good, but don't forget smaller effects either: Sign in Blood and Night's Whisper are both excellent, and are good draws early and late.
Creatures or spells with direct damage abilities can help keep those planeswalkers in check as well.

Yeah I plan on getting that one eventually, just want to upgrade as many cards as I can now.
Treasured Find has room to turn into regrowth or Eternal Witness, but no major rush there.
Extinguish all hope can likewise be upgraded, but again, no rush there.
