Im currently building towards the following list which is inspired by some Radha, Heir to Keld lists but with a blue splash for added tempo and card advantage/quality.
Although the list may look finished, it is far from it. I still haven't played any games with the deck and as such I don't really know how many LD spells and how many tempo counterspells you need.
The win-cons are simply beating down while your opponent struggles to get a hold. If that doesn't work we have the kiki-conscripts (and Bounding Krasis) combo as well as burn and Keranos, God of Storms.
I'm always happy to hear some constructive criticism.
Did you consider plow under and stunted growth? Both are pretty brutal tempo cards if you have some board position. Fallow earth might also be better than some of the more expensive cards
I think Plow Under and Stunted Growth might be a bit to expensive mana wise, but they sure are strong IF you have a follow up. When goldfishing this deck I've noticed that I quite often find myself with a close to empty hand on turn 4-5. I'll try to pick them up and try them out though! What would you cut for them?

Cruise is in there but Dig is too much of a commitment to blue.
