I finally decided to make a Chandra deck with the full knowledge that it would probably be bad, but whatever. I have ways to abuse both her untap and her being a Planeswalker. The idea is to just spam spells into stuff, preferably Grapeshot, but idk if it will get big enough. I'm tempted to cut back and fill the deck with various amounts of utility burn.
Anyway , here is the deck. I'll fix the formatting when I'm home. The lands are currently placeholders.

Ok, I'm sort of in between ideas at the moment, I think. The original idea was to use Chandra's untap to abuse things like Dual Casting or Elemental Mastery with Grining Ignus and/or various rituals. Then as I was putting it together, I decided it would be interesting to fill it with cheap burn and bust out the damage doublers. Honestly right now, I have no idea where to take it, especially for multiplayer. Mana Echos had crossed my mind because of both Elemental Mastery and Grinning Ignus, and not even together (though let's face it, that's the dream). Elemental Mastery and Mana Echos is just a mana explosion, and Ignus provides triggers/storm that also leaves mana for later. The problem is that it's mono red and even a 2 card combo tends to be wishful thinking.
Akki Lavarunner flips Chandra on its own if there's an open player, and I'm constantly looking for excuses to use that card. It plays into the cheap burn plan pretty well.
Running all of the Chandras may cause problems when you also have one in the command zone. At the very least, you're going to have to remember not to flip her at times.
For damage doublers, you have Overblaze as well. A little narrower than the other options, but you have a couple reasonable targets for it.
I'm pretty sure Coldsteel Heart is worse than Fellwar Stone or pretty much any other comes into play untapped 2-drop rock with your mountain count.
The cheap burn plan seems worse than a more combo oriented deck. I think both are going to test your patience a bit. Even with all of the wheels and such, you're looking for particular cards in a color that's not all that well suited to finding them. I think you could probably make decent use of Memory Jar, as both of these ideas are going to run out of gas pretty quickly.

Everything you've listed is actually on one of my lists. I really do feel like there's an answer in here somewhere. As for some particulars, the Chandras are there because they can force my flipped commander to the CZ if I draw something like Elemental mastery. They also have their uses, especially if I can power through with some Proliferation. If Ablaze manages to ult, it's pretty significant, and only needs one Proliferate to do it.
Coldsteel is there for a reason, and I should've mentioned that I'm on snow lands for Skred and Scrying Sheets.
