Game plan is simple restart the game with karn then restart game with karn then restart game with karn again. the shell makes it easy to set up a combo turn that lets you restart with karn the turn you drop him. you could esily infitly loop it but thats less fun than just giving yourself a ugin of an advantage for games 2 and 3 and 4 until they beat you or quit or you get board and kill them with jace or tezz or ugin or tamiyo
With how fast the deck getting to its combo, and with all the extra turns, has Consecrated Sphinx been worth it? Also, with all the top deck manipulation, have you considered Temporal Mastery?
Actually, Temporal Trespass seems good since once you restart with Karn you;d get the exiled cards back anyway. Plea for Power either nets you +2 cards or gives you an extra turn, either way is seems relevant.
I was going to mention Magistrate's Scepter, for your chain veil loop, but it's late and I don't feel like looking at the mana math to see if it's worth. With Teferi, Tezz, and some rocks you should be good though - it guarantees you an extra turn if you need one, and it's searchable though Tezz once you start going ham.

I still think BUG colors would provide a better shell for what you’re trying to do. That said, if this were my deck, I’d cut Jace, Tamiyo, Tezzeret and Ugin and add Reweave.
I like Teferi in the command zone I've had no issue finding karn other than people scooping before I find him IE I play stasis they scoop. I like the PWs to much in 8 games I have 3 games with JTMS finishes 4 games with tamiyo ult 5 games with ugin ult 6 games where I ult karn and tezz is a monster and I've lost once to me trying to go off into a mystic remora and failing hard. One game where I should have lost to xenagos with sol ring playing first but he doesn't finish me and I drop stasis. That game I didn't get off karn either as 2 players scoop to stasis and I just decide to jace the last player to death. Sphinx is definatly a cutable card honestly so is insight but I do like having some bomb refill density. I have never used temporal extra turn I'm not sure it's that good here as I want to be able to hit the extra turn effects off spiral and twister. I think I want another general bounce spell might be something as simple as Boomarang. Long term plans is not really my favorite without Arcanis/Azami in my command zone but that card could function as a second karn here and possibly not completely suck a have a few ways to dig that deep. I might just thin a slot with gitaxian probe espically using minds desire.
Do you think bouncing a land is going to be relevant enough to run boomerang over into the roil? Also, with all the extra turns would gin jitxas be better than Sphinx since you'd draw 7 then start your new turn? And why no omniscience you are running big blue mana after all.

Anyway I've started my own gameplay channel in which I play games (Magic also)
I see the interaction between Candelbra and mana crypt but not much else here. Am I missing something?
Also what are thought on Snapcaster, Mental Misstep, Cruise, and dig through time?
I cannot speak for Moxnix, but in the interest of discussion of a deck I'm probably going to build in the near future:
Mastermind has the obvious synergies that you listed, but it also can protect the walkers. It even allows you to activate a walker twice before you get the chain veil online by bouncing and recasting the walker. Snap seems good, especially as a 6 mana time warp, and Mental Misstep is really a meta call. Sure it stops sol ring, but game changing 1 drops aren't as prevalent in commander as they are in say legacy. You'd have to have the misstep out of 99 cards, and your opponent would have to play a 1 drop that you actually care about out of 100 (Isamaru is a thing)
I have never used temporal extra turn I'm not sure it's that good here as I want to be able to hit the extra turn effects off spiral and twister.
I think your delve suggestions would fall under this for the author. Though personally I think the cards are fine in a deck where he's basing his view on 2 cards he has to draw or tutor (with that low tutor density) and then hope you draw a time warp or a tutor that can get the warp after you wheel. I haven't played a mono blue commander deck ever, so I can't say for sure, but I feel the cards are worth testing.
Also, Contagion Engine seems hilarious in the Tezz, Chain Veil loop, but I think I might prefer the Inexorable Tide mentioned above

You can bounce Stasis, Winter Orb, Tangle Wire for a soft lock. You can also bounce your Clone permanents if you want to reshape them, or Treachery (or Teferi!) if you managed to get a mana doubler out and want to generate extra mana. It also has other uses of course, such as saving your planeswalkers or other value permanents.
Mind's desire is excellent always its it and spiral are for sure the 2 best 6 drops in the deck it has plenty of support and this deck makes lots of mana one game i cast it for 15 after a timestretch that was a table scoop didn't even get to see my flips.... mastermind is a house he does everything mentioned here kahno nailed it he is excellent. In that same vein i think i want my extra bounce spell to be capsize despite costing 1 more than i would like its infinite potential is worth the extra mana i think. Dreamstone is a fine card i want to have a density of cards that gives teferi good untaps and with as much mana as you make later in the game being able to trade it in to dig is very relevant one game i used it to go off via tamiyo ult lol. i think i cut the sphinx which is a fine card it can block and it draws cards but i want my cut higher on the curve and insight seems better in general.
of the delve cards i considered DTT since it reaches deeper im not really sold on the others i need to play more games to weed out cards i don't need before adding in the cards i want to smooth things out that being one of them. crucible is on the edge despite being excellent under a orb or stasis lock in mono color i only get 4 fetches which makes its odds of being dead go up great for 1:1 for sure but possibly to inconsistent / slow here. so that might be the next slot i put a card in and i do think i want DTT and gitaxian probe. dig however worries me with my permanent density
Edit: just played a game the guy goes sorry guys i saw moxnix hosted so i played a different kind of deck he goes ritual ritual ad nuausem turn 2 playing first me "but your not moxnix" force it then proceed to karn them all shortly after was glorious lol.
So what about swan song, flusterstorm, and snapcaster? I like the 1 mana counters a lot here and snappy has been pretty good in testing.
Also the smaller dreamstone Hedron may be good here since it can also draw cards if needed

Well, I am on a 10 or so game losing streak with Sharuum, so at this point, winning is the point, I am desperately looking for a deck that wins, and is not too complicated, and does not use the favorite $300+ cards. I tried Momir Vig (as you suggested a while ago) it worked okay vs swarm decks, but it dies horribly to the mill decks. I am guessing this is not the way to go either, but it looks interesting.
So I added capsize for shackles and intuition for crucible of worlds. I still have only lost a single game with this deck it's like 17-1 right now which is actually kind of disgusting.
