After giving my $.02 in a topic asking about a noncreature Narset deck, I decided to try my hand at building one myself. The deck revolves around using manarocks for early game ramp plus a bunch of wide-range enchantments, instants, and sorceries for token production as well as planeswalkers for both tokens and utility.
I'm of course open to suggestions of how to improve the deck list. Does it need more removal? More mana rocks? More Equipment?
MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
It definitely needs more equipment/enchantments to make Narset swing safer/stronger. Think tron.
As far as your rocks go I'd try to stick to cmc 3 or less for a t3 or t4 Narset.
For your fake creatures, remember Storm Herd is a thing. I personally run a stax build to reduce my need for creatures. Don't forget Razia's Purification it's backbreaking. Also more boardwipes that leave Narset standing. I run 6 personally, see the link to my decklist.
Some of your walkers don't really fit, I'd started out with about 10 and they've slowly been dropped from my list. I run 4 now (5 if I had Jace). Ral Zarek, Karn Liberated, Tamiyo, the Moon Sage, and Elspeth, Knight Errant. If you want to do lots of walkers, get all the extra turn cards you can.

I run a mixture of stax/tron/enchantress with extra combat steps. Here's the link to my list. (bottom list is most current) http://www.mtgsalvation.com/forums/the-game/commander-edh/multiplayer-commander-decklists/618968-narset-enchantron
