When I saw this Legendary Creature she screamed to helm a Whelming Wave kind of deck, huge creatures that get cheated out by Jalira's ability. I used alot of the 2014 Commander Precon and cards that have been sitting idle in my binder. What I enjoy most about this deck is in my eyes Blue has always been more about spell slinging. I get to play these huge creatures that normally wouldnt find their way into any of my decks due to cost/mana dependency.
Hello, I figured out that I havent updated this since I first made the post, made some changes with cards I had. Please any suggestions is more than welcome. Out of my Mono Color kick Ive been on lately this is probably the only one that I dont play often. Probably going to try and change that.
As a fellow Jalira player (though one who prefers eldritchabominations to sea creatures), my first impression is that you're running far too many creatures, many of which are a real waste if you happen to polymorph into them. I would probably cut everything below CMC6 barring Thassa (maybe keep the Stormsurge of you really like it) and replace them with cards that aren't creatures in the library, but become or make them once in play. The basic idea is that whenever you use your general's ability, you are guaranteed to hit a fatty. With the various cheap mana rocks (CMC2 for 1 mana (or better)) I run, I can pretty reliably be polymorphing something insiginificant (e.g. a germ token) into somthing pretty scary on turn four.
Alternatively, some of the cheaper (mana wise) legendaries can be good as Jalira avoids them. Venser, Shaper Savant offers some control, Thada Adel, Acquisitor steals everyone's Sol Rings (thus giving you the mana to cast the fatties if Jalira is indisposed) and so on.

Do you have what it takes to survive?
Top deck manipulation seems pretty key to your strategy as well. You need Brainstorm to put the sea monsters you've drawn back on top of your deck. Other more expensive options include Sensei's Divining Top, Jace, the Mind Sculptor and Scroll Rack.
