Cantrips
This deck is designed to cast as many black spells as possible in order to make Purraj into a legitimate threat. To achieve this, I've employed a large swath of black's numerous life-for-cards spells as well as a variety of oddball cantrips from throughout Magic's history. I seriously can't wait to get someone with Headstone in response to Necromancy or slap Tainted Well on a Gaea's Cradle. That's good clean livin' right there. Aside from the cantrips, Night's Whisper through Ambition's Cost are typically good enough for a deck that's not interested in counting black spells, so they should be especially good here. Although I've cut it down a lot since my first draft of this deck, there are still some pretty questionable cantrips like Krovikan Plague and Vampirism in the mix. It's possible that these have to go in favor of cards that do something, but I feel like the deck needs a critical mass of cantrips to get things going.
Protection
Although this deck has a storm combo element to it, plan A is to grow Purraj of Urborg into a monster and I don't want to see her go farming. The footwear is pretty standard at this point for a lot of decks, as is going up to Champion's Helm in a voltron strategy. I really want Blessing of Leeches and Skeletal Grimace to be good, because they're black spells, but it will really depend on whether my meta has more Supreme Verdicts or Chaos Warps. Imp's Mischief is another one that I'm eager to go out and get someone with.
Combo Stuff
Purraj isn't the only card that can reward me for casting tons of spells. These cards are plan B for the times when the black cat just isn't getting there. Leering Emblem and Scroll of the Masters are particularly good because they can supplement or fill in for Purraj. Toshiro Umezawa is a badass and has Purraj's back in a big way. It's neat how naturally he fits in here; I'm already trying to max out on cheap instants. Tendrils of Agony, Yawgmoth's Will, Necropotence, Null Profusion, and Skirge Familiar all scream "I'm up to no good!" while the latter two together have the potential to get really out of hand. I like the idea of having a storm combo kill element while also being able to get good value out of going off small.
Lifegain
I don't normally dedicate slots to gaining life in EDH decks, but so many of the cards in this deck require life payment. Deadly Wanderings and Homicidal Seclusion are in here over things like Loxodon Warhammer because they're black spells and the deck has very few creatures in it. Crypt Incursion is more potent graveyard hate and can gain a really huge chunk of life. The DTK limited all-star Butcher's Glee might be able to save one of my guys... or it might be garbage.
Removal Ashes to Ashes and All is Dust are just plain good cards because sometimes you really need to draw a good card. Hellfire is potentially very painfull and possibly ineffective, but it sweeps up most of the things that aren't Purraj of Urborg with 5 +1/+1 counters on it. The heros, like Toshiro, slot in naturally because a bunch of the cantrips also target a creature. I'm looking to hold onto these guys until I can use Agent of the Fates as a Plague Wind and Ashiok's Adept as a Myojin of Night's Reach.
Ramp
A pretty typical set of mono black big mana cards here. Mono black big mana has been done to death, but I need it because Purraj essentially puts a tax on my spells. Of note are Jet Medallion and Stone Calendar. Since I plan on casting so many spells in the same turn these should effectively produce a lot of mana. There are only about 20 Instants and Enchantments in the deck, and I don't think that's quite enough for Mana Matrix. Toshiro Umezawa wants me to play more instants, too, so maybe with a little restructuring the Matrix could make it in.
Lands
Nothing too exciting here; just trying to get ahead on mana. Urborg is in for flavor reasons and would be better in most spots as another Snow-Covered Swamp.
So what do you think? I haven't actually put this deck together yet to play it, but it's inexpensive and looks fun so I might just have to.

Interesting deck. Did you ever end up building this and playing it? I've been trying to brainstorm a Purraj deck myself, but it's still
on the drawing board. I really like a few cards here, particularly some classic oldies. Stone Calendar- Awesome to see this oldie, looks pretty useful too Hellfire - Thematic, potentially useful and really cool. Hopefully you don't play in many big games Blessing of Leeches - Looks quite powerful here Ring of Xathrid - I've always liked this card, seems to be put to very good use here!
A few things do worry me though. As you mention, the deck loses a LOT of life. This seems to be magnified by
the fact that you have very few creatures for defense. Maybe a few spells that make tokens would give you a few more defenders?
Having so few creatures will also make you weak to sacrifice creature effects. I know it's a bit pricey, but bitterblossom seems to fit here.
The 1 life per upkeep would probably be more than offset even if the fairies are just used for chump blocking. Demonic Rising could be an option to work with your other "control just one creature" enchantments.
Some more regenerating creatures could also work, but might still leave you weak to tramplers.
For more lifegain, Vampire Nighthawk gives you life and serves as a rattlesnake. Along similiar lines, wurmcoil engine
is a ton of value and works with your buried ruin, but is a bit goodstuffy and every artifact you add takes away purraj power. drain life and friends could also be an option, as could Tendrils of Corruption.
I've thought about using extort for my deck, but I suppose you're double taxing yourself with purraj then.
Tainted Strike deserves mention, but a lot of people / metas hate this card. I feel it's pretty corny but with Purraj at the helm, the deck's power level
isn't exactly off the charts so it might be acceptable in this deck. Of course, it's a personal preference.
Also, I worry that while the deck has plenty of fear type effects, it seems like you might get shut down hard by artifact creatures and especially
against other black decks. I'd throw in a rogue's passage at least, possibly a few more unblockable effects.
Possible cuts- Krovikan Plague Cool to see this used, but pretty weak overall. You don't really have creatures to spare to slowly die and tap. Plunge into Darkness You're not really going to have creatures to sacrifice for the first mode and another life loss card for a weak effect. Vampirism Not really running enough creatures to benefit much, has a steep drawback.

I agree that the deck probably needs to do more to keep its life total above zero. Those token generators are interesting. Bitterblossom is well-known for being good on offense and defense, but I don't think it would have occurred to me to block with a recurring 5/5 demon. Since having exactly one creature in play is this deck's main plan, Demonic Rising is probably worth it. You're also right about EDH being an Edict-heavy format, giving token generators even more value. Think I can trick anyone into wasting a removal spell (that would otherwise tag Purraj) on Sengir Autocrat (to kill the surfs)?

Extort cards are the most appealing option out of those you just listed, I think. Drain Life is sweet and it would be great to bust out Soul Burn, but I don't think these cards cut it in EDH. Double taxing with Extort may just be OK because of how heavily this deck ramps. Crypt Ghast would still be in the deck if it didn't have Extort, so that's something anyway.
Tainted Strike deserves mention, but a lot of people / metas hate this card. I feel it's pretty corny but with Purraj at the helm, the deck's power level
isn't exactly off the charts so it might be acceptable in this deck. Of course, it's a personal preference.
The deck will already have some draws where it rituals into tutors into Yawgmoth's Will into Tendrils of Agony so Tainted Strike isn't all that obnoxious. It's a little bit like Tendrils of Agony in 60-card Magic in that if you cast 9 spells (one of which is Purraj) before it you win. Again, I haven't built or played this deck yet, but I suspect that your comment above about its power level is something of an understatement. Adding a little corn wouldn't hurt.
I'd throw in a rogue's passage at least, possibly a few more unblockable effects.
This card looks like a simple oversight on my part. Comes into play untapped and lets the cat in. Good stuff.

You've correctly identified the worst of the bad cards in this deck. These three, and others, are on the list only because they cantrip. I plan to use Plunge into Darkness's hidden mode of "pay 1 life, draw a card." I'm sure the deck needs a critical density of cantrips to function but I'm not sure what that density is.

It is decks like this that make me wish WOTC would find a way to print a fixed Painter's Servant because being able to make all of your opponent's spells black would be great. As it is I get the feeling that Purraj's power level goes up exponentially depending on how many of your opponents are playing a commander that has black as one of its colors.
I hope Blessing of Leeches does work out, because its something I've always liked but never used
Yeah, having "0: Regenerate" is pretty close to having Indestructible. If Blessing turns out to be as good as we think it will be, should I consider Soul Channeling as well?

I don't think they'll do any more color washing. Too degenerate with things like Compost and Chill. While I haven't ever played this deck, I suspect that the bottleneck will be mana, not black spells on the stack. Still, it couldn't hurt to trigger Purraj off of opponents' spells.

Wasting a killspell to takeout Autocrat tokens would indeed be pretty funny! I like the Brood of Cockroaches idea as well. Cheap defenders plus more black
spells is a win here. Btw, it's normally pretty junky but Staff of the Death Magus or Demon's Horn could become quite valuable in this deck.
After some digging around, I found my list for Purraj. Sadly, it wasn't very good. Your list is a lot more focused and well thought out. However, I did manage to think
of one card that I think would be a real all-star in this deck- Cauldron of Souls. With all the +1+1 counters on Purraj, should make her pretty invincible
except to exile or BSZ type effects. Even dodges regeneration preventing sweepers.
Upon further review, I think Agent of the Fates might be out of place here. You only have about 5 spells to cast on it, and most of the time those spells would be better off pointed at Purraj. Maybe a Royal Assassin here?
I totally missed Plunge into Darkness's hidden mode of draw 1, pay 1. I'm a bit partial to Ice Age's Touch of Death instead. One more mana but you gain life instead of losing it and you have to wait a turn for the new card. I must admit I like the art on it.
Newly spoiled Scour from Existence is pretty awesome for mono black. Sucks that it costs 7 and is colorless, but more enchantment kill is a good thing!
Those are some pretty janky cards but they do represent a lot of life per turn in this deck. Definitely something to consider. Soooo sad that Throne of Bone taxes my spells even more.
However, I did manage to think of one card that I think would be a real all-star in this deck- Cauldron of Souls. With all the +1+1 counters on Purraj, should make her pretty invincible
except to exile or BSZ type effects. Even dodges regeneration preventing sweepers.

I count 12 (not including Ashes to Ashes cause it usually doesn't make much sense to exile your guy to get a heroic trigger) but you may still be right about it not being enough. Ditto for Ashiok's Adept.

Not as good as regeneration, but could save your creatures from regeneration-proof wraths. Could also potentially save you a lot of commander tax mana and the turn
spent recasting.

I count 12 (not including Ashes to Ashes cause it usually doesn't make much sense to exile your guy to get a heroic trigger) but you may still be right about it not being enough. Ditto for Ashiok's Adept.
As I said in the SCD thread on it, Scour from Existence isn't as good as the other options available. I'd rather run Karn or Unstable Obelisk or something.
Correct. Purraj would lose her +1/+1 counters. However, the -1/-1 counter would quickly be nullified the first time you gave her a +1/+1, making it fairly reusable.
Not as good as regeneration, but could save your creatures from regeneration-proof wraths. Could also potentially save you a lot of commander tax mana and the turn
spent recasting.
