In the case of Dark Confidant, it's help me in the matchs like Control vs Control(Narset vs Thrax, Merieke vs Thrax), but I'll test Skeletal Scrying too.
Parallax Tide it's good, in my first list, it's help me to win a lot of matchs, but nowadays, I prefer more cards "hard controls", because my meta has:
#1 - Absolutely try to add Skeletal Scrying to your 100! It is - hands down - amazing. It won me many games just by playing this thing for 5+ cards. Icing on the cake: INSTANT!
#2 - I personally would cut Ugin. Two reaons: a) You dont play that many permanents that his ultimate would cause table flipping. b) He costs 8. Thats close to the cost of Thrax. He should be your main wincondition, when you hit that many land drops, drop him!
Ugin, the Spirit Dragon cost 8 it's complicate, but the -X hability, can win the game for me
#3 - Try Jace, Architect of Thought. It might look a bit underwhelming on paper, but the (potential) double Fact or Fiction (okay, 3 instead of 4 cards) is awesome. Card advantage is what this deck wants.
It's useful
#4 - Bribery wins some games on its own. Maybe you can try it out. Also there are cards like Kolaghan's Command and Far//Away that I dont want to miss!
#5 - How has Cryptic Command been for you? I personally think that UUU is hella greedy. I think we are already a greedy deck, so I was scared of putting in it. Nevertheless it's a great spell!
My manabase is prepared to UU and UUU cost, (50%~60 of the deck is U, UB or UR)
#6 - One last thing maybe, that comes to my mind. I would try to avoid things that let you discard cards like Dack Fayden or Forbid. Top deck mode is not really where we want to be, but I guess it depends on your meta.
Dack Fayden it's strong, the card filter helps to search to specific cards(counter, removal, land and etc), help to delve cost(dig and treadure), and stole artifact it's better than destroy it. Forbid I choose because it's a good counter drop 3, my other options is Force Spike, Disdainful Stroke or Dismember
39 lands seems fine with the 2 Signets, 2 Talismans and the Mind Stone, I rarely "have too much mana" because I always want to do as much as I can in a turn to break my opponent's game (Rakdos's Return at 7 is awesome).
The main win condition is Thraxi. Control the game HARD and only then you can start playing him. Don't cast him if you have to all-tap while your opponent have cards in his hands or if he can do anything in the next turn.
The other win condition I have and it happened often, is Obliterate + Bolas/Jace/Ugin. I won 2 games last weekend with Jace/Obliterate.
This deck is awesome against aggro. I haven't played a lot against Combo to say but there is plenty of cards to help against that, and against control, with such a low amount of creatures you make a lot their cards dead in their hand while yours are almost always useful in any game.
Yes, because the deck is good against Jenara, Baby Jace, Geist, Augustine, Narset, but has trouble against very aggros decks, like Zurgo monoRed, but with the addition of Kalitas on the deck, had satisfactory results ^^
All blue decks loses the two good cards, but the deck can use another card like Skeletal Scrying, Painful Truths, Jace's Ingenuity, however, they are weaker in relation to TC or Dig

The ideias:

In my meta, Bribery it's useless, I'll stole a Dark Confidant, Snapcaster Mage or Stoneforge Mystic from de the opponent's deck
