As the title says, wanted to make another mono black. Don't wanna spend a ton of money on this deck, so keep the suggestions with a budget in mind.

Gray Merchant of Asphodel has done soooo much work for me in mono black I cant even give him enough credit. Just the other night I cast him with 18 devotion in a spellslinging deck.
Jet Medallion - I actually dont like it all that much in your list. Its more for lists that chain spells often and I guess I didnt quite get that feel from your list. You might just run a 2 mana stone instead?
Changing it towards a zombie theme. The Merchant will def go in!
Got an upcoming question: Gravestorm, what happens if an opponent can't exile a card from his graveyard, cause it's empty?
Hmm I'm a bit afraid to run Painful Quandary because it targets all players. That's the reason I went for Silent Specter instead of Scythe specter in the orignal decklist. I would rather run Cabal Conditioning over Myojin for the simple reason that I have one :P. 7 mana looks like a ton though, I'll give him a shot and see how it goes ^^.

Personally I have never been much of one to push for tribal decks. In general its really hard to get enough value from going tribal to justify the reason to go tribal with it. It is generally a stronger direction to run cards that on their own justify being run.

Add in that Korlash has a regen ability that it wont help for that you will probably want to keep mana up for and I find it harder to justify. I like seeing lower curves with heavier amounts of card draw to support them personally. He could just as easily add something like Everflowing Chalice to his list and increase the versatility of what it does.

Moving on, Everflowing Chalice. I don't like this card except for in heavy artifact strategies and in the presence of proliferate. Assuming neither of those, we can think of it in modes, based on the producible mana.
Mode 1: Worse than Mind Stone, Jet Medallion (for the most part), or heck, Charcoal Diamond. This is the only mode in which the card is normally playable without other decent artifact accel and/or proliferation.
Mode 2: Slightly better than Sisay's Ring (not saying much), worse than Worn Powerstone or Thran Dynamo.
Mode 3: Worse than Dreamstone Hedron or Thran Dynamo. The former of which already isn't exactly amazing.
Mode 4+: Abysmal.

You are correct that at one spell per turn there is advantage from it, the problem with that is that its like the worst 2 mana stone at one spell per turn because its adding no other utility. Mind Stone at the same mana offers the versatility of sacrificing in a removal effect for a card.
Everflowing Chalice is great because of its versatility. If in a deck like this you hit it in an opening hand you can drop it at 2 mana and curve into a turn 3 Korlash. If you draw it late in the game you can easily drop it at 6+ mana leaving it as a much larger stone. If you get the option of fueling it with Cabal Coffers its a huge stone in the late game. The power behind the chalice is its ability to be versatile and grow to whatever situation you need it to be. Generally speaking you are going to drop the chalice at 2 mana in the early game or when drawn later drop it for a lot more. I dont know why you dont like the idea of dropping it at 4+ because honestly its value is being able to act as a large stone later in the game. It only costs you half of the mana you put into it for the turn as well so its generally speaking easy to multi task for the turn as well.
He also runs equipment in deck. Equipment are not cheapened by the medallion and equipping and or regeneration is not enabled by its use.
For the record, I do run Jet Medallion in my Toshiro deck but that deck chains spells and has heavy draw. I dont feel that a deck like this supports it that well as it stands. If you are not consistently casting multiple spells per turn (which this deck is not supporting regardless of what you say mostly based on its draw) it is not worth nearly as much.

Still tinkering about my third deck to make irl. It's so hard to find a deck/strategy that makes me happy and makes me wanna play it over and over.
Perhaps the zombie strategy was a bit too 'weak?'.

In that case I would cut: Bloodgift Demon, Hypnotic Specter, Lilian's Specter, Magus of the Abyss, Silent Specter, and some others.
In case of a zombie theme adding: Bone Dancer, Cemetery Reaper, Corpse Harvester, Death Baron, Filth, Graveborn Muse, Lord of the Undead (alas not in my local shop, and a price that's not very low), Mikaeus, the Unhallowed, Noxious Ghoul, Phyrexian Delver, Shepherd of Rot, Skinrender, Undead Warchief, Vengeful Dead, Zombie Master (allthough I don't really like the white border :P), Zombie Trailblazer, Gravespawn Sovereign, Grey Merchant of Asphodel, Agent of Erebos, Ghoulcaller Gisa (non-zombie)
Black Market, Call to the Grave, Cover of Darkness, Endless Ranks of the Undead, Gravepact, Tombstone Stairwell, Army of the Damned, Living Death, Patriarch's Bidding, Zombie Apocalypse, Door of Destinies, Cruel Revival, Ghoulcaller's Chant, Necromancer's Stockpile
And then the selection begins... I think with adding a zombie theme the deck becomes more flavorful and has a certain win strategy.

Gatekeeper of Malakir -> Merciless Executioner it hits all of players instead of just one. It reanimates better as well.
Thoughts on Painful Quandary / Cabal Conditioning / Myojin of Night's Reach / Bottomless Pit? They seem like they could be things worth considering as well as they seem to fit your theme a bit.
Sheoldred, Whispering One seems like she would fit your edict plan well.
