Introduction
Blind Seer, the legend himself. This nameless badass is Urza is indisguise. The theme of the deck is to represent Urza, who is so powerful that he couldn't be represented in a card unless he limited his powers to that of a single color and hid his identity. In that spirit, I disregarded one of my pillars of deck building, which is making decks fun to play against. This deck is brutal, it uses the most ridiculous hosers printed in blue and abuses them to every other players' detriment. The goal? Prevent anyone apart from Urza from playing magic at the table. The deck employs hosers of all kinds, from color to lands, abilities and even phases of a turn. It has a wizard tribal subtheme as well.
The Hosers
FF/BEB/Hydroblast: These are like Beast Withins with the added benefit of possibly countering the spells as well. All at the low low cost of atmost 3 mana. Douse/Tidal Control: These 2 can create locks against opponents' and prevent them from playing any spells whatsover, as long as we have enough mana. The upkeep cost of Tidal Control can be negated with Eon Hub. Invoke Prejudice: Another solid lock. Doubles the cost of casting creature spells for opponents.
Tidebinder Mage can lock out a creature for as long as it lives. With an additional 2 mana, it can target non-green/red creatures as well.
Illusionary Terrain and Shimmer work best against mono-color decks whereas Back to Basic destroys tricolor and above decks which have high nonbasic counts.
Wash Out and Hibernation bounces permanents, so it is possible to change the color of lands with Blind Seer and bounce them as well.
Arcane Laboratory allows for easier locks with something like Douse. The rest of the deck
Master of the Waves: This card is an allstar in the deck. We run alot of enchantments, and with stuff like Invoke Prejudice, our devotion count is usually pretty high up. Add to that, the fact that Master is a wizard and has protection from red, synergy abounds.
The remaining cards are all mana accel, card draw, tutors or generic stuff that I felt didnt need much of an explanation.
Lands
The land count is 34. There are 8 mana producers in the deck bringing the effective land count to 40. Riptide Laboratory serves as protection for the wizards in the deck, and in fringe cases allows us to recast them for extra etb effect abuse. Academy Ruins and Buried Ruins are for artifact recursion, although i'm not entirely convinced that they are needed. Nykthos, Shrine to Nyx and Ancient Tomb serve as additional mana. Tolaria West is a pseudo land tutor. Not entirely convinced on it's usefulness though.
What's Next
Card choice explanations will be further expanded as needed. Many cards are still up for the chopping block.
Correct me if i'm wrong, but doesn't this card suffer from the same issue as Wrath of Marit Lage in that I wouldn't be able to interact with the card after it has been cast? In that way i wouldnt be able to use it against non-green/red permanents? Because if that is indeed the case, I feel like it dosen't interact well enough in the deck to be a worth a spot, especially since it's pseudo spot removal at best.
I'm more interested in cards like Land Equilibirum which are stax-ish cards but hurt only my opponents' instead of everyone.

Invoke Prejudice is cool, but really works the same as it would in any other blue deck. If the opponent casts a Blue spell and then you change its color, it has still gotten past the "casts" portion, so Invoke Prejudice will not stop it. It is still a cool card, but not super awesome with Seer.

If playing a mono-blue deck, and your only creature is Seer, changing seer's color during upkeep would work to keep Invoke functional. It's a little more flexible in Seer than other mono blue lists but is good either way.
Using Douse or Tidal Control is far more effective at locking down a board. Invoke does it "decently" while sticking on theme and boosting Devotion like a nutcase.
I did not think about making Seer a different color, very clever. And I was not saying you should not run Invoke Prejudice, I think it is an awesome card and I wish I owned a copy.
Yeah i know haha. It's pretty hard to get recommendations for this deck, since hosers aren't likely to be printed anymore, and old ones are pretty difficult to dig up. I've been considering adding a stax package, but i've never played stax before and don't quite like the symmetrical stax effects since I feel that this deck won't be able to generate advantage out of it. Hopefully someone who has more experience in that field will be able to share their opinions and such.

We HIGHLY suggest that all Rumor Mill posts attach images to the posts using the forums' own software. We have had cases in the past where WoTC's website was down and images were unavailable, and where Photobucket/personal image sites removed high traffic images.
If you are unsure whether a site is considered a photo hosting website, the best thing to do is upload them to MTG Salvation or your own photo hosting website account. Alternatively, you can ask a moderator.
Easiest way is to copy the image you want and either load it to a photobucket account, or upload it to the thread with the "Upload an Image" button on the lower left of the post.

What? It's doesn't become an invalid target. You can target a permanent of any color with Essence Leak, but I'm not sure if you can respond to the upkeep trigger when it checks if it is red or green, by making the permanent red or green. I think you can, which would essentially be like giving a permanent Echo, which I'm not sure is that good. But I think it still works.
There wouldn't be any upkeep trigger unless the creature was red or green. And that triggers at beginning of upkeep. The earliest we can play spells or use abilities is also in upkeep, thus it wouldnt work is my reasoning.

What about Psychic Allergy and Mana Vortex for some staxish cards? The latter hits you, but is worked around best with Crucible of Worlds. Crucible helps with Allergy's nasty upkeep, as well. Not that your Eon Hub cares.

The amount of damage Psychic Allergy does probably wouldnt justify the mana cost or the upkeep cost. Mana Vortex is a good stax card. Right now i don't have a stax package in the deck, but if i decide to go that route in the future i'll keep that card in mind. Thanks!
Up to this point, most of wins happen by stalling or locking the board, then beating down with Blind Seer + Swords or Aetherling/Stormtide or a blowout Master of Waves for 13+ devotion.
Some games end right after the lock since some opponents' concede rather than waste time.

Hey guys so I've actually moved on from commander on to 60 card decks so I don't have any commander decks.
Anyway I've started my own gameplay channel in which I play games (Magic also)
Very good primer, deck looks like a fun control deck that is outside of the box. Eon Hub is a card I'd consider cutting, especially because of Thassa, God of the Sea. It seems like the cards with cumulative upkeep could be replaced with more cards that can protect Blind Seer aside from the swords. Lightning Graves perhaps. Archetype of Imagination seems too cute, this deck seems like it'd need more draw power and more lands. You may want to consider Snow-covered Island to make up your mana base because you are running Extraplanar Lens.
Can you talk about more cards you were considering for this deck?

This is the kind of deck that would make me concede the second I see Blind Seer enter the Command Zone, lol. Have you been testing/playing it? How has it fared against other types of decks? What about similar decks? In how large a pod have you played it in?
I have done about 20 or so games with the deck, not all that much. I don't break it out very often within my own playgroup. In 1v1's it can usually lock out a board really quickly to win. In 3 to 4 player games, timing becomes more important on when you want to initiate a lock. Playing a back to basics on turn 3 is a surefire way to turn yourself into archenemy and get killed first.

I would like to put Ugin into the deck. It's one of the only new modern cards to come out that suits the theme of the deck. Deliciously evil.

Eon Hub is something I really need to test more before i decide what to do with it. Many of the Seer Engines like Tidal Control and Illusionary Terrain are irreplaceable to the deck. I'd rather remove Thassa if it comes down to it in terms of unsynergistic-ness. Protection for Blind Seer isn't really required to be honest. The commander isn't exactly the most threatening of creatures, and the deck works reasonably well even without it in play. Archetype, once again requires more playtest. It's a relatively good creature for it's cmc, and does technically hose something, so theres that. I also like the interaction with Stormtide Leviathan.
Snow covered lands are strictly better than normal islands for the reasons you mentioned. I just didn't bother since it's an extra cost and I have other decks to spend them on atm.
I ran Training Ground and Tidal Visionary in the initial version of the deck. I found the scope of the those cards too narrow. Alot of the time they didn't push forward my gameplan. For the same reason i'm not all that interested in the single use variants of blind seer's ability. I believe i might still have heartstone in the deck. If so, that card is also up for removal.
In terms of cards i'm considering atm.
I'm looking for a spot for Ugin and Quicksilver Fountain. Both seem like solid additions to the deck, that should have already been in. Apart from that, i'm looking into stuff like Energy Field or any other fun cards that could be on theme. Lastly, i'm always thinking about adding in some solid beaters into the deck to close out games a little quicker.
The elemental is in just to see if it can function as an efficient beater that is hard to remove. If it comes anywhere close to Aetherling i'll be happy. Otherwise i'll just free up the slot for some other beatstick.
Switched the lands to snow covered ones even though i don't any yet as well.

Alter Reality seems like good value. I'd run more Blind Seer effects in case he is tucked or too expensive to recast. Tidal Visionary seems good. Maybe even Govern the Guildless or Sway of Illusion.

In 3 to 4 player games, timing becomes more important on when you want to initiate a lock. Playing a back to basics on turn 3 is a surefire way to turn yourself into archenemy and get killed first.
I would like to put Ugin into the deck. It's one of the only new modern cards to come out that suits the theme of the deck. Deliciously evil.
Eon Hub is something I really need to test more before i decide what to do with it. Many of the Seer Engines like Tidal Control and Illusionary Terrain are irreplaceable to the deck. I'd rather remove Thassa if it comes down to it in terms of unsynergistic-ness. Protection for Blind Seer isn't really required to be honest. The commander isn't exactly the most threatening of creatures, and the deck works reasonably well even without it in play. Archetype, once again requires more playtest. It's a relatively good creature for it's cmc, and does technically hose something, so theres that. I also like the interaction with Stormtide Leviathan.
Snow covered lands are strictly better than normal islands for the reasons you mentioned. I just didn't bother since it's an extra cost and I have other decks to spend them on atm.
I ran Training Ground and Tidal Visionary in the initial version of the deck. I found the scope of the those cards too narrow. Alot of the time they didn't push forward my gameplan. For the same reason i'm not all that interested in the single use variants of blind seer's ability. I believe i might still have heartstone in the deck. If so, that card is also up for removal.
In terms of cards i'm considering atm.
I'm looking for a spot for Ugin and Quicksilver Fountain. Both seem like solid additions to the deck, that should have already been in. Apart from that, i'm looking into stuff like Energy Field or any other fun cards that could be on theme. Lastly, i'm always thinking about adding in some solid beaters into the deck to close out games a little quicker.

The elemental is in just to see if it can function as an efficient beater that is hard to remove. If it comes anywhere close to Aetherling i'll be happy. Otherwise i'll just free up the slot for some other beatstick.
