I'm working on a Draw Go Control Voltron deck and Wydwen, the Biting Gale seemed like an excellent (and obvious) choice. I've looked at about a dozen or so lists on TappedOut and MTG Salvation and generally people run her in a good stuff black blue control deck with a bunch of staples like Demonic Tutor, Phyrexian Arena, Further Sight, Damnnation, etc. I want to run her in a deck that is heavily draw go, where virtually all of our turns outside of attacking, take place during our opponent's turns. Because I'm relying on all instants, I don't expect the list to be 100% competitive (I'm also on a budget of about $150 so I don't want to get too crazy). I plan on playing the versus (1 v 1) and small multiplayer games with this deck (3-4 players) but I'll be using the traditional multiplayer ban list (probably more versus games though). My play group is fairly casual so on principle I am opposed to infinite combos. I am also not opposed to having one or two cards as non instant speed cards, but I want more than 95% of the deck to be able to be played on my opponent's turns. I also want to focus on tempo and removal rather than on permission and counters.
I'm excited about this deck because it forces me to play fun and underrated cards like Consign to Dream, Turnabout, and Memory Plunder. Here is the first draft, the mana base needs a lot of work still, currently I would like feedback and analysis of the spells I have chosen. Any obvious spells I'm missing? Underrated gems?
I know you said you're on a budget, so I didn't suggest cards that are crazy expensive, but in case you have one in another deck, things like Snapcaster Mage/Vendilion Clique are pretty good in here lol.
I think a 99% instant speed Wydwen deck can work quite well, the only problem I see is not being able to run any equipment to end games quicker. You said you're not opposed to having one or two cards that aren't instants, and for those spots I'd recommend something like Sword of Feast and Famine (not only does it help end the game faster, but also makes sure your lands are untapped for casting spells on your opponents' turns), or any other equipment like Empyrial Plate/Grafted Wargear. Note that you can also bend your rule by running Leyline of Anticipation/Vedalken Orrery
If I could I would totally buy a Vendilion Clique, but it's out of my price range. Venser, Shaper Savant is also a little steep. Arcane Lighthouse is an obvious must run and Consume the Meek seems like a good card. I think I like Wipe Away more than Sudden Death. Sudden Sloping is on my list, I don't know how I forgot to post it. Gather Specimen is another card I have, and I should consider running Desertion. I guess it's worth saying I really do anticipate playing this deck in versus matches more than multiplayer ones, I shared this in this sub forum because I'm not using the dual ban list and my play group is quite casual.
Just bought the last Wydwen, the Biting Gale available on TCG Player. Can't wait to sleeve this deck up and report back, please don't hesitate to provide feedback or ideas in the mean time.
I'm going to try to make room for Silumgar's Command in this deck. I also want to make room for Hatred, I find sometimes it takes too long for me to close out games and Hatred should help. I replaced Spelljack with Desertion because the triple blue was too restrictive. I also replaced a Swamp with Bojuka Bog.

Trickbind - Deals with a lot of things you normally aren't able to.
Sudden Death - I love split second spells in my Wydwen list.
Consume the Meek - Playing only at instant speed, theres only so many wraths you can get and I highly recommend using this one. I use it and I'm not all in on the instant speed plan. It deals with many commanders, utility creatures, and of course, tokens.

Reins of Power/Illusionist's Gambit - I personally find both of these are better than Turnabout.
Hatred - Probably one of the best cards in my Wydwen deck, can kill a player out of nowhere.

My equipment of choice will probably be Runechanter's Pike. Although I'm considering picking Sword of Feast and Famine, because then I can use delve cards like Murderous Cut an Dig Through Time without it being a non-bo.
