This is my take on Uyo, Silent Prophet. This is just a rough draft, as I haven't quite decided what I want this deck to be or how to use Uyo to get fullest potential.
It's mostly built as a 'goodstuff' blue deck at the moment, with a few fun spells to copy with Uyo as well as a few ways to put lands back into play.
Not much of a change. So far, the deck has been fun. ^.^ The only card I'm really on the fence about had been Crucible of Worlds, but there's plenty of MLD in my group, so I doubt it's coming out.
I had to actually read what your commander does as I didn't remember lol. My first thought was I would love to mash the commanders ability up with Blatant Thievery and just hijack as many lands as you can lol. It would probably take some mana doublers to really pull off though.

I have officially moved to MTGNexus. I just wanted to let people know as my response time to salvation decks being bumped is very hit or miss.
Also, I notice that you're not running any cheap card draw at all, it may be personal preference but I'd suggest trying to find room for Brainstorm, Ponder and Impulse at least.
It's probably the green player/Timmy in me, but I've never really like those small value spells. They just feel... miniscule. I know they're not, but I love splashy effects. I'll look at where I can maybe fit a spell or two in, though.

Also I'm going to promote a pet card of mine: Cultural Exchange. It's always fun and can also break backs. I love giving other players, their opponents' Hexproof-Voltron-Commander.

I've never liked Fact or Fiction. I honestly think it's overrated as I don't consider it to be auto include for blue. Personal opinion, but without much recursion in the deck, it's easy to be burned by it.
Duplicant is part of my maybe board, I'd need to find one, and then find a spot for it. Curse of Swine is in a similar boat. I do have it, I just am having trouble making cuts for it. I really like most of the spells I'm running, which has made it difficult to make changes.
I think that the Chimera is funny, but I do run a lot of big spells, and it could backfire. Ixidron seems pretty situational.
Other than that, Commandeer seems like our wouldn't be worth it unless a really big spell is cast. Cultural Exchange is also tough, as it's less useful in a creature light meta.

As far as random chance goes, I have pretty awful luck. Usually it had involved me getting two cards I want/need and having to lose one of them. I just prefer running spells that I have more choice with.
I know that some people swear by it, I've just never had much luck with the spell. ^.^
Edit: Because this deck accomplished its goal the other day, I've been thinking about throwing Thassa, God of the Sea together. >.< I'm gonna have to think on it. I like this deck, but I can see it getting old quickly.

I still need to find a Blatant Thievery for the deck. Although I did win earlier today by getting infinite colorless with Rings of Brighthearth and Basalt Monolith, and then casting Eternal Dominion and copying it four times, sending four of the triggers at an Azami player to get Arcanis the Omnipotent, Swiftfoot Boots, Laboratory Maniac, and Mind over Matter. It was hilarious and no one saw it coming.
