Do you like DRAGONSTORM? I know I do, I've been playing this deck in my group and it does okay. Looking to give it a little extra punch without giving up on the theme. I also decided against time walks and top as they are no fun for anybody.
Heyyyy someone plays a dragonstorm deck! very very nice. I was kicking this idea around with another user like a year ago, and still have some ideas floating around because it was a pretty awesome notion. Im just gonna include some random thoughts on the subject, and can assist in fleshing out any ideas that might sound interesting.
The real trick as I can see it is to be a nimble storm deck with clunky dragons in it. That consistent with your use?
Anyways there are 3 ways I can see to feasibly take this color identity: leave it the same, add black, or add green. My sensibilities lead to me liking UR or Grixis the best of these. Green offers some ramp and a few creature shenanigans. Black offers some pretty amazing storm enablers like tutors, dark ritual, yawgmotths will, necropotence etc. It also gives you reanimate and friends, which give you some real go in the first couple turns and go well with Wheel of fortune and frantic search/faithless looting. They also let you use your dragons for low mana like a sneak attack... you have access to one of those btw? Also Blazing Shoal looks like a funny way to use the dragons for something else, maybe its not that good though :P.
That aside here are a couple of general thoughts for the UR you have. YOur creature count for things you don't really need seems a bit high. Some of those could probably be low cmc mana rocks or more rituals. Also how has your draw been, I love recurring insight, fact or fiction, wheel of fortune and/or windfall if you need more.

It truly depends on the draws that I get and how well I can manipulate those draws. Sometimes I can storm hard or epic for 9 and hit a dragonstorm. Other times I just play a beat down deck with dragons. When Melek is out things can get crazy if I can hit a pocket of spells off the top of the deck. I realize that I could cut some of the other creatures in in favor of a few more cards lower on the curve but at it stands they do not hinder the deck as poorly as you would think. The cantrip spells I run help keep my hand where I want it to be.
Ghostly Flicker seems like an excellent addition to the deck just to get some extra mana up or just to dodge some removal. I will likely find a place for it in the deck once enough suggestions are made. Thanks!
I actually went heavier on the storm cards and less creatures. After about 6 land drops I try to play Mana Severance, and go off turnabout, high tide, seething song etc into a big Devil's Play, Epic Experiment, Mind's Desire and hopefully land ignite memories, or Dragonstorm. Melek is definitely my favorite general to play.
Looking at your deck, I would probably ditch Mindswipe, and Riddle of Lightning. Put in Tezzeret and some big mana rocks like Grim Monolith and Mana Vault.
