After see the Hanson WK deck (here), I was animated to make a similar deck in my region. I saw good options in various lists, and started to create my own list. But after see a value of some cards, I was really sad. I haven't finished others decks yet, and investing in another one right now isn't a good idea. So, I didn't have a budget deck, and I decide to make this one to be fun by it's own style.
In the beginning, I tried to use a long variety of one-shot cards, like Titan's Strength and Brute Force, and some auras with flash, but seems a bit weak if the game lasts longer. So, I searched budget options for extra turns and extra combat steps, so I could make a better use for the goods one-shot spells to increase the damage of Narset, like Blood Lust and Rush of Blood. I know that it's lacks some target and global removals, but this is the beginning to make it more playable and, maybe, competitive.
In some testing I made with this actual list, it's possible to make 21 commander damage in one-hit, if I draw two or three spells to increase power, one of double strike / shadow / unblockeable, or even a extra combat step.
Approximate budget limit: $ 100
Maximum value for single card: $ 10

Really, this changes makes the deck more unpredictable to pilot, but more fun when many pumper and extra combat steps triggers from Narset. Eldrazi Conscription is a bit slow, depends so much on extra turns to make difference. Sure, still a good option, but is on the edge of budget limit.

Similar to you ld destruction: My own plan with Narset (havnt finished building yet) is the many card combo of flicker until eot + red mass everything destruction. I am fairly certain that you won if you have Narset on an empty board. Note that flicker until eot also works as protection when you attack (since you do not need to hit).

- Double Cleave, + Pshycotic Fury. Draw advantage could help digging to extra turns and combat steps.
- Distortion Strike, - Artiful Dodge, + Seize the Day, + Savage Beating. Unblock as sorcery speed depends on extra combat steps, so changing them for direct effects.
- Spell Pierce, + Venser, the Sojourner. Diferently fron others unblock efects, Venser itself could put more pression on the game.
- Ghitu Firebreathing, + Dragon Breath. Haste on a recursive aura if Narset gets killed, and still with the firebreathing ability.
- Triclopean Sight, - Battlewise Valor, - Moment of Heroism, + Dissipate, + Last Word, + Negate. Minimal effects, and more counters to protect are better.
- Brave the Elements, + Split Decision. There are enough spell to attack without problem. And this can copy a counter/removal, or a extra turn.
- Lightmine Field, + Soothsaying. Great way to re-order the top before Narset attack.
- Sphere of Safety, + Journey to Nowhere. Reducing the cmc to protect the early game.
- Ghostly Prision, - Propaganda, + Blood Frenzy, + Swords to Plowshares. Going more aggressive than defensive.
- 3 karoo lands, - 3 lifelands, + Temple of False Good, + Kher Keep, + 1 Island, + 2 Mountain, + 1 Plains. CITP tapped lands are a problem when you need to cast a mana rocks early. Token generator against edict effects.

Some changes to test in the future:
Erayo, Soratami Ascendant + Curse of Exhaustion. With the high possibility of four spells in a turn, this combo can lock my opponent, but I don't know what to cut.
Try to put global damage (like Pyroclasm and Whipflare) to slow the early game of some fast and aggro decks (like Animar, Thalia, Gaddock).
Change some counter and control enchantments to put LD (Pillage, Molten Rain, Earth Rift, Volcanic Awakening, Ruination, From the Ashes, Armageddon). This could help against annoying lands, like Cabal Coffers and Caverns of Souls, or assure a good board state to win. And probably change some nonbasic lands to basics, to reduce the budget limit, and to abuse the nonbasics MLD.
