I'd like to preface this by saying it might not be competitive yet. And I am not going all Omni-tell with the deck, as I don't want this to be too combo-y.

So here is the Narset deck that can do most things, and hopefully do them well.
Nothing, huh? I would've thought a new general would've generated some interest. Anyway, this decklist is still theoretical, but here are some changes:
Cast thro time doesn't work with narset, which suck, and decree kills her as I can't cycle it. I was going for a interaction with that, flickerform, or worldpurge, but it won't work methinks. But the purge is a pet cards so it stays. The last is just somewhat subpar.

I like your list and I'm curious how it has been for you over the several months that have passed since you posted here? I made an entirely aura-centric build that has not been working for me, very very inconsistent. so I'm looking to kind of start from scratch.
Imporatant to note that I'm not trying to combo kill with her either, just trying to have some fun.

Recurring Insight - Rebound doesn't work with Narset's ability. Worldpurge - Doesn't really benefit your game state. Replace with Cataclysm. Mystic Speculation - Paying 2U to scry 3, which isn't even deep enough to switch a card you don't want to cast with Narset. Subpar in my opinion. Vandalblast and Cyclonic Rift - As much as I love these two mass removals, overload costs can't be paid with Narset's ability, so they aren't reliable. Sorry. Teferi, Mage of Zhalfir - Yes, he has flash, and yes, your opponents can't cast anything, but you can't cast him with Narset, he's UUU which is tough to cast, and his second effect applies only on creatures - which in my opinion isn't really your thing. Bastard might be OP but he's not for you! World at War - Again, rebound doesn't apply with Narset's ability, and also it doesn't work if you're chaining combat steps one after the other. I'd switch it with Seize the Day - seriously, that card is so much house.
Keyrunes - Subpar. You'd even be better off getting Manalith or Darksteel Ingot instead of them. But you'd much better include some 2CMC mana rocks like Coldsteel Heart or Mind Stone. You definitely need more to justify having Tezzeret the Seeker anyway. Angelic Destiny - It doesn't return to your hand when Narset dies, because she doesn't actually die - it goes to the Command Zone instead.
Optional: Sword of Light and Shadow (and maybe Sword of Fire and Ice) - Light and shadow isn't the best for Narset - keep in mind you barely have enough creatures for its effect, and although Fire and Ice is a great sword it gives Narset protection from both of your colors, meaning she can't be enchanted by stuff like Steel of the Godhead. Sunforger - You have a carefully chosen counterspell suite which is nice, and 9 targets with it which is OK. But you're still paying 3RW to cast a 4CMC instant, not to mention you have to equip at sorcery speed. You can consider removing it but it'll be OK if you decide it stays. Walk the Aeons - I don't see you saccing 3 Islands for its buyback, but I guess it's OK.

I'm thinking of adding more counters to protect Narset, even though she can't cast them.
Also some stuff like mystical tutor even though it is currently in another deck.
And maybe some pillowfort elements, or land ramp.
