I want to build a powerful Jhoira list that avoids the common "blow up the world" tactic that so many playgroups hate. Instead I've added a bunch of dragons along with Dragonstorm because it looks fun.
I haven't built the deck yet and I'm a bit on a budget. I'd like to avoid cards worth over $10 unless I already own them, but I'm purchasing the following cards as exceptions: Time Spiral it's a "free" wheel that lets me draw 7 while also acting as GY hate against my opponents Tezzeret the Seeker I may not buy but it seems like sweet ramp and really good with my extra turns
I don't like Time Reversal. It's to expensive. Obviously Timetwister is probably a no go because of budget but consider Windfall, Jace's Archivist or some of the red wheels instead.

I don't really know where it fits in budget but Psychosis Crawler seems really good with much of what this deck does.
I don't like Enter the Infinite for him. He doesn't really run "I win" combos. He is very much combat based. The best he can hope for off Omni/Infinite is to drop all his creatures, cast some extra turns and then wheel to shuffle his yard so he doesn't deck himself before he can win. Or to have Niv out when he resolves Enter.
For Enter the Infinite to really work for him he needs haste cards or "I win" spell combos.

You're probably right about Time Reversal. The only reason it's there is because I don't do much with my GY and would love to hose my opponent's GY strategies on top of the draw 7. I'll keep it at least until I can test it out.
Plea's alright, I doubt I'll get extra turns. The one clunky thing about it is the sorcery speed, but low enough cmc that I'd want to hardcast it. I'd prefer instant speed draw if possible since it compliment's Jhoira's instant speed suspends, keeps up mana for countermagic, and works better with Braid of Fire.
If I need better kill conditions I'll add Psychosis Crawler. I'm hoping that with all my fatties I shouldn't have issues murdering people!
I feel like Melek would want more instants/sorceries that I currently run, or at least lower cmc ones instead of giant spells that I intend to suspend.

and more counters, you need to allow your spells to resolve safely
I like Dragon Tyrant! Added. Crucible, I dunno. I generally avoid anthem effects.

Big changes! I took out all the Eldrazi and some other things. Put in a couple different threats, like Stormtide Leviathan, which probably works well with my flying dragons. Also threw in more instants, such as Fury Charm and Timecrafting, I'm not sold on them but might as well playtest before passing judgment. I'm pushing the list more towards almost a "drawgo" style, I guess? Since Jhoira can suspend at instant speed, it seems to lend itself well to that strategy. I'd like to have 4 counterspells in this deck.

Well, Enter the Infinite + Omniscience = Draw your deck, play your deck. (Most of the time you play Omniscience first)
In most decks that run it they run stuff like Laboratory Maniac and some draw spells (play Lab Man then draw 2 cards triggering Lab Man FTW). Or infinite mana generation engines and an X spell. Or any number of game winning combos that don't involve combat.
Your deck doesn't really have that stuff so you risk decking yourself before you can win. If you have Niv (Firemind) out when you resolve Infinite then you can probably kill 2 opponents. Psychosis Crawler would be great here (draw 80 cards...).
Basically your best option with the current build would be to draw your deck off Infinite. Cast all your extra turn spells off Omniscience. Cast all your creatures. Cast Time Spiral or Time Reversal so you have a library again. Take your extra turns so you can start swinging in with all your creatures.
If you wanted to play Enter the Infinite I would say that you have to play Crawler and a few mass haste sources. Then you run into problems where you are having to find to many cards to cut and the deck becomes completely different than what you want.

Some card explanations:
Braid of Fire pays for Jhoira's abilities, can be used on instants like Fact or Fiction, pays for a few things like activating Strionic Resonator / Rift Elemental / Mana Vault, and can be used on sorceries with Hypersonic Dragon out. Also adds counters fast with extra turns.
Steam Augury is probably weak but looks so nice in foil!

Melek, Izzet Paragon is a beast with extra turn cards.

I miss read your deck i thought you had Warstorm Surge in there. Even if you don't run Enter the Infinite you should think of adding Warstorm Surge. Where Ancients Tread would work also for you deck I think.
