Alrighty, so I'm building my first Commander deck ever, so needless to say, I have no idea what I'm doing. That said, I have a basic blueprint, and I was wondering if anyone had any comments/advice/criticism. Some of this is built around what cards I already own/can afford, but I'd be happy to hear any thoughts.
What are the win conditions? I'm not saying I don't see any, I'm just curious how you envision this deck winning.
The things I try to put into each of my decks are: a few cards that I love to play; a few cards that do something no one expects from these colors; recursion and/or graveyard hate; card draw (which is sort of built in for you with Niv Mizzet); some protection for myself (which you have plenty of); and at least one or two win conditions.
Now, winning isn't everything in EDH. In fact, there's a reason I put it last. But still, there's something very satisfying about winning a big multiplayer game, even if it is casual.
Just my opinion. I've never played with your commander, so maybe someone else will have something more specifically helpful to you. Good luck!
Maybe track down a Turnabout to garner extra activations of Niv's ability? Turnabout plays nice with Great Whale and the other cards like it.
Crystal Ball is an affordable artifact that I jam into all my EDH decks. Scry is too useful. Speaking of which, blue has a few spells that scry you might consider.

If winning with dragons is your deck's thing, add more and more artifact ramp. Cryptic Gateway provides an uncommon option, as does Urza's Incubator and Belbe's Portal. Oh, and Quicksilver Amulet.
