First, it's important to note that Reki, the History of Kamigawa's effect works on any legendary spell - not just creatures. It also gives you the card on cast -- not on resolution. The deck is relatively self-explanatory. Simply by having Reki out (preferably protected by Greaves or Boots) while you cast legendary spells, you get a steady stream of draws and can often develop the board very fast. Reki can be deceptively powerful, so you will often be one of the lower-priority targets in a game of multiplayer. If you like, you can avoid this by tutoring up Rofellos early and going crazy. Time of Need is very powerful in this deck, since it can get so many different creatures depending on what creature you need in what situation. Most of the creatures, in fact, are legendary, unless they have extraordinary utility value such that it makes it worth it to run them without getting the card draw bonus from Reki.
