Went with a tribal theme but also want it to be competitive.
Thought about removing some of the stealing spells for counterspells in case of board wipes and particularly nasty cards like Braids, Cabal Minion. Any advice?
Your deck seems to be teetering on the line between combo and tribal. In general you'd want to focus on one or the other (and that would be combo assuming competitive is your goal). But if you want to keep the hybridized style Ashnod's Altar is pretty solid. Allows your fae to propagate themselves.
I'd also highly suggest removing dissipation field. It really is a terrible card that will only end up hurting you. It basically lets your opponents use you as a punching bag to get more value out of their etb creatures.
If you really want to be competitive then cut most of the creatures, the keyrune and most of the thievery cards. Replace with more card draw (like filtering cantrips), tutors, mana acceleration, counterspells, reanimation, Jin-Gitaxias, Core Augur, Deadeye Navigator, Palinchron and resource denial.

Without obscene fast mana the pure combo (Ad Naus) Oona doesn't work well. Using a base build like his a more control route is probably more effective and to that end the reanimation may be better, although I really dislike Palinchron/Deadeye.

I'm running a build right now that pretty much focuses on trying to cheat out Jin-Git as quickly as possible with reanimation. Then control until I get out my infinite mana production (Artifact + Monoliths or Deadeye + Chron/Drake). It isn't super competitive (I purposely run some inefficient cards for meta friendliness) but it is extremely effective.
Obviously the most powerful builds are probably fast Ad Naus combo or STAX control into infinite combos but looking at this list I'm not sure the OP envisions being that competitive. So I was mostly trying to suggest some things that get him closer.

I think OP needs to specify his goals a bit before we can make any sweeping suggestions. But I stand by cards like Dissipation Field and Skull of Orm being poor choices regardless of deck design.

Agreed. I'll add Keyrune, Khalni Gem, Journeyer's Kite to the list of poor choices no matter his goal. There are tons of affordable rocks out there that are simply better.
Do you agree that Urborg/Coffers needs to be run in any 2 color with black?
Tidespout doesn't require reanimation but having him in the deck makes reanimation that much better. The same is true for any "game winner" 5 CMC or higher. So if you run 4-5 of those guys reanimation becomes very valuable.

I would never put coffers in a deck that isn't mono black (maybe g/b though...but green is an evil color).

I can agree with your other card callouts. Mana rocks aren't exactly limited. Felwar Stone, Worn Powerstone, Moxen, and Coalition Relic are all way better.
I'd consider reanimation if I was playing Duel Commander Oona where my rocks are removed, similar to Oloro reanimation although probably far weaker.
Also dropping some thievery cards for counters, switching out bad mana rocks for good ones.
