This is the deck I would consider the closest to a competitive build. I liked the original as it was, however, it did need some work. This is what I finally settled upon for a little of the good build it already was and a touch of my personal flair.
Additionally, if this isn't up to scratch, I'm open to suggestions on how to take this into a tougher build.
The links Radul provides are worth looking over - I have looted them for ideas. Beware adding the infect option to Nekusar - some players become incredibly incensed at the entire idea of infect.
I added Dual Casting to provide another red source for Kederekt Parasite, as well as to copy my assorted mass draw spells.
Phenax does nothing for you; adding random mill effects to decks does nothing but irritate people, including the caster. Mill is really an all-or-nothing strategy... except for maybe stray a Mind Grind in decks that ramp ridiculously.
A piece of tech that is all win for you considering your creature base is Torpor Orb. I say this because this format loves creatures with ETB effects, and some players run these instead of instants and sorceries. Speaking of artifacts, what is Clock of Omens untapping? It appears you have too few artifacts to reliably use the clock and even fewer that benefit from it. If you ran upwards of 20 or so artifacts, that would be different. An artifact to consider is Teferi's Puzzle Box. I do like Skull of Orm to recast your enchantments, because savvy opponents will gun for them, especially as the deck evolves.
As Nekusar is your general, I recommend focusing on his abilities and taking advantage of them by adding more mass draw and cards similar to Nekusar, like Underworld Dreams, Spiteful Visions, Fate Unraveler, and the earlier mentioned Kederekt Parasite.
Here is a random thought - just run assorted defenders as your creatures, and focus on killing via your commander's effect. This might pay off, as Vent Sentinel is in your colors. Hmmm...

Take out Jeleva she's pretty much useless in your deck. And take a look [Here] for some good ideas about going competitive.

I don't know if Stensia Bloodhall is worth it. If you want a land to damage opponents with, Shivan Gorge hits all of them at once for a cheaper activation cost. That said, the Bloodhall could be a Terramorphic Expanse or a Evolving Wilds... or maybe a Ghost Quarter or Strip Mine if problematic lands appear. Speaking of lands, Tower of the Magistrate can shut down opposing equipment-bearers, while Boseiju, Who Shelters All and Mikokoro, Center of the Sea both forward your spell-based strategy.
