As a project I have been working on building a deck for each of the dual colored combinations, after finishing my set of 10 original duals. My brother (whom I share my collection with) and I have toyed around with many UR generals. It has probably been most difficult amongst the other colors. We had a Melek list at the beginning of our search for a UR general, and worked through the others such as Jhoira of the Ghitu and Nin, the Pain Artist, until making a full circle back to Melek, Izzet Paragon. Although the other UR generals are pretty good, I think Melek captures UR flavor the most (also because the promo is really sweet looking, oh and who doesn't like a Weird Wizard that looks like Chaos from the Sonic series? Anyways, I'm looking for help on the list, so suggestions are preferred.
I have been debating Vedalken Orrery or Leyline of Anticipation. I think because Vedalken Orrery can be tutored up by Tezzeret the Seeker and doesn't get blown up by All is Dust, it would be the most fitting for the list. I am not sure what I would take out for it, though. As for counterspells, I figured that I wanted to make the list more proactive, instead of reactive, plus they seems sorta counter intuitive with Melek
on board. I think you are most likely right on cheap card draw, and what I would most likely include is Brainstorm and Fact or Fiction.

Future Sight is a backup Melek, and Possibility Storm makes people's lives miserable while not bothering you that much with Melek out.
Vedalken Orrery or Hypersonic Dragon allow for lots of shenanigans, especially with how many sorceries you have.
Epic Experiment is too fun not to play.
