Pro tip: Try breaking up your "spells" section into the individual card types. It makes for easier reading and a often gets a better response from the community. As it stands, your list is a little hard to read.
At any rate, I've always found that permission doesn't work so well in multiplayer. You're going to need some very strong defensive elements. I'd also like to point out that blue's tutoring is far from stellar, so finding your combo pieces may prove to be a challenge. However, that's not so say that it can't be done, only that the odds are not in your favor. Ethereal Usher finds a couple of your combo pieces. Vedalken Æthermage is a pretty handy tribal tutor too. Long-Term Plans should probably be considered.
You land count is pretty low at 35 for a control deck. I wouldn't be comfortable with anything less that 38 mana producing lands.
If you're determined to make this work, I recommend looking into Patron Wizard.
Taxation effects will slow everyone down, which is perfect because you'll want to buy a lot of time.
Speaking of time, take some extra turns. Time Warp, Temporal Mastery, Lighthouse Chronologist, and Walk the Aeons should be fairly easy to find and not too harsh on the wallet. I have no idea what kind of budget you're dealing with, but I assume that you're at least hesitant to drop $300 on a single card. Static Orb should also prove useful, particularly if you can find a way to tap or bounce it before your turn. Winter Orb may also prove similarly useful, though it doesn't turn off when tapped, so bouncing it is your only option to duck the down side. I like Vedalken Mastermind to "Rescue" it, though Capsize is admittedly more flexible. Back to Basics is so dirty that it was banned in legacy, so that should be an auto include. Frozen AEther is another game slowing effect that could buy you some time.
Had you considered Pickles Lock? Brine Elemental + Vesuvan Shapeshifter is pretty mean. Extraplanar Lens would be a nice mana boost, and switching your basics for snow-covered basics can at least partially break the symmetry.
If you can afford (or already have) them, the blue fetches should be included, as well as Crucible of Worlds. The minor improvement to your draw quality might not seem amazing, but the shuffle effect works amazingly well with SDT and Scroll Rack. Plus never having to miss a land drop again is always nice.
Your ability to draw extra cards could be deeper. Consecrated Sphinx will help with this. On the other hand, you may not like all the attention it gets you.
