First attempt at a Voltron deck for Tromokratis. He's hard to kill and mostly unblockable anyway, so a few things added to help in those departments and some fun other stuff.
Double Strike and almost any buff makes him lethal for commander damage. As does putting Corrupted Conscience on him, which caught a friend off guard yesterday.
This was built with cards directly to hand, but I intend on getting an Inquisitor's Flail and Hedron Matrix. This is basically budget, as I'm not gonna go and buy super expensive stuff, even EDH staples like Swords.
Strata Scythe is pretty much boss in mono colored voltron. My thassa build is basically blue voltron. Its a pretty fun deck and ill.post some more suggestions later.
If you want to knock players out in one-swing, Grafted Exoskeleton works quite handily here. Also, Hedron Matrix makes your general into a 15/15 quasi-hexproof, quasi-unblockable nightmare. Trinket Mage and Treasure Mage could be of great help depending on what equipment (or artifacts in general) you're running.
Already mentioned Hedron Matrix as a "need to get", and I decided against the Exoskeleton, as one smelt/shatter means I need to re-cast my commander, which sucks. I'd rather just go in for double strike or hope I get the Corrupted Conscience for Infect wins.

Are you definitely locked into using Tromokratis? I had the same idea of building Tromokratis Voltron, but I feel like he's severely outclassed by Thada Adel, Acquisitor.

My 2 Thada's are in use, and I want to kill someone using a giant purple Kraken because why wouldn't I want to?
Anyway, whilst I can see where you come from, it would feel like a completely different deck.
Don't get me wrong, I had Thada out in my Talrand deck and stole a Quietus Spike from my friend the other day and wrecked house, but Tromokratis is "semi-stall the board till you get your hard to kill 8/8 out, make him bigger then kill in one fell swoop" not "slowly grind out advantage against my opponent with an easy to kill 2/2."
Okay I really like this. I have a Tomokratis in a mono-blue deck already but I've been wanting to do a Voltron deck. This is the perfect opportunity. He's basically a two-shot against any opponent if he has Double-Strike. Hedron Matrix is ridiculous.
Other than Whisper Silk Cloak (which borders on the "unfun" category) I can't imagine what else to add. One equipment card I like is Silverskin Armor. I don't see a direct use for it in your deck but I use it in Jor Kadeen w/ Indomitable Archangel. Obviously this is not what you are going for but I can't help but think that will all of the equipment there might be a way to abuse this and metalcraft somehow. Without looking extensively at a list of cards Master of Etherium, Grand Architect, and Master Transmuter come to mind.
I like Merfolk Wayfinder for grabbing lands. There are other options but given how expensive some of the creatures are having a few things like Armillary Sphere, Wayfarer's Bauble, and Pilgrim's Eye can't hurt. They are also artifacts and they last one is tutorable with Trinket Mage.
Eel Umbra could be a way to protect/save/buff Tomokratis.
I also wouldn't underestimate the value of something like Jace's Ingenuity or Opportunity for card draw especially on a budget. If Tomokratis gets smashed and you need to recast they can help you dig up a couple extra lands if needed or just dig for more equipment.
