28 lands seems low even if you run A LOT of rocks. And you aren't running that many rocks. Unless you mulligan into all lands every game (which would be near impossible even under normal EDH mulligan rules) or you stick the Arbiter the first time (extremely unlikely in a decent meta) you will probably be more mana screwed than your opponents. Which accomplishes the complete opposite goal of a tax deck.
You should cut all the walls that have great abilities when they block, smart opponents won't attack into them. Add more lands, spot removal, and some counters.

You could probably get away with 34 lands. Especially if you add another rock or two (Gilded Lotus, Thran Dynamo, Worn Powerstone, a Monolith or two etc...). 36 would be playing it safe.
I also agree that it's weird seeing blue with no counters but I assumed that was a meta thing.

Ok. I'm going to stop there. It looks like you are not experienced with EDH. You are using too many creatures that don't "do anything." I had this same problem. Creatures in EDH and big, and FAT. The creatures you do have will get run over by 90% of things in my opinion.
Some things you're missing:
About 6-10 board wipes
About 34-38 land
About 7-12 counter spells
About 5-15 "search" cards
About 3-8 Mana rocks(Not even Sol Ring???)
Where is any draw power?
It looks to like you're focusing too heavily on the taxation part of this deck.
So me, being an EDH player will sit back for 2 turns, get some mana, plop down an 8/8 or two and drive them home until all your little creatures die to my 8/8.
I play an incredibly similar deck to this, and let me tell you, grand arbiter will get HATE. If you're really into playing this deck, I'd be prepared to spend a lot of money. This makes me laugh, because it sounds like someone told you not to run ANY instants or sorceries. Someone told me exactly that and i built a deck with not a one. Funny stuff.

You might also want to consider some cards with effects like Vedalken Mastermind, Venser, Shaper Savant or Boomerang.
Things that can bounce stuff like Winter Orb on EOT before your turn so they effect everyone but you.
