Hey there. Nice to see you have a solid start on a Kaalia deck. But there is definite room for improvement!
First off, I want to direct you to the link in my sig leading to the Primer I wrote for this very commander (one of the best commanders ever! <3).
Now, first bit of advice I'd offer you, is that Kaalia prefers two drop rocks to three drop rocks as the two-drops curve into Kaalia much more nicely than threes. So by replacing the three Cluestones with the three MIR Diamonds this will help a lot. Then replace the Ingot with Fellwar Stone (since I see you already have Coldsteel). Last rock you have is Coalition Relic which, while good, is un-needed. I'd suggest Jeweled Amulet here but this is multiplayer and I don't play my Amulet in multiplayer anyway. I guess either of these two rocks (amulet or Coalition) will make do here.
I feel like you have way too many creatures too (I play about nineteen or twenty Kaalia targets), and a lot of those are not so great for Kaalia. No "signature combo" with Rakdos the Defiler? A lot of your guys have what I've coined as "Flameblast Syndrome", which means they do something when declared as an attacker - but when Kaalia puts something onto the battlefield this way, it is not considered declared as an attacker (this is part of how Master of Cruelties works too).

You seem lacking on draw. No Bloodgift Demon or Phyrexian Arena? No Necropotence (your manabase looks a bit shaky, so I likely wouldn't go for the Necro payoff). Likewise you have Ambition's Cost and Ancient Craving which are likely better served by any number of Night's Whisper, Sign in Blood, Read the Bones, and the super-amazing-efficient Skeletal Scrying. Comparatively, looking at high mana draw spells like Craving/Cost leads one to feel that Promise of Power is better than either of them - five cards for five life & mana is a good deal. I'm pretty outspoken against Wheel of Fortune as I don't like giving my opponent a hand full of answers. I'd play Disciple of Bolas instead - he shines in a deck with lots of big critters that aren't obligatory to stay on the board (I like sacrificing used Angel of Despairs or Rakdos the Defilers).
There's a few spot removals I see missing, like Unexpectedly Absent, Terminate, & Vindicate. Some like Oblation and Go for the Throat, while others prefer Lightning Bolt, Dreadbore, and Hero's Downfall. Akroma's Vengeance is probably something you don't want to cast with all those mana rocks, right? Would probably be better suited as an Austere Command or, even better - Cataclysm. Terminus is only good when you have, say, a Vampiric Tutor to easily put it on top, else it's just a worse Hallowed Burial. Speaking of tutours, Enlightened Tutor to find Steel Hellkite or a Sword of Light and Shadow (only sword I deem obligatory to play here as it locks an opponent with a sac outlet and Yosei, the Morning Star).
You could probably use a bit more protection for your own turn, like Grand Abolisher and Mother of Runes, also Defense Grid to keep opponents away from your turn.
I feel like you have way too many creatures too (I play about nineteen or twenty Kaalia targets), and a lot of those are not so great for Kaalia. No "signature combo" with Rakdos the Defiler? The reasoning for not loading up so heavy on critters is that, in this format (especially multiplayer) creatures die, all the time even. So I'd rather play cards like Animate Dead, Necromancy, & Dance of the Dead, but also cards like Reanimate, Obzedat's Aid and (some people prefer) Beacon of Unrest & Unburial Rites.
Whew. That's a lot of information, hope I didn't scare you away with that lol. Any other questions, drop by my Primer, I'd be glad to help you.
