Inspired by Gaka's Primeras well - Norin is used to trigger enter the battlefield effects of cards such as Pandemonium & Confusion in the Ranks, while using everything in red's disposal to disrupt our opponents.
The differences in the lists are mostly budget replacements and some personal preferences.
Notes: Theros Update! Looking through the deck and deciding what to cut is pretty hard, ended up going with Baboons, it can't really compare to Goblin Settler, when I'm able to trade for one, I'll find a spot for it. Purphoros on the other hand seems perfect for this deck, can't wait to cast it!

Other considerations: Daretti, Scrap Savant: Repeatable looting, and also a second Goblin Welder ability that can be useful from time to time. Going in my Maybeboard for now, might make it in at some point if I find a spot for him. Flamekin Village: Entering tapped, and essentially costing RR to give something haste are downsides, but could be useful. Volcanic Offering: Can get rid of 2 nonbasics and 2 creatures, definitely not a bad card. Myriad Landscape: Not sure if the deck needs it. Burnished Hart: Not a new card, but with the addition of Feldon of the Third Path and the consideration of Daretti, Scrap Savant made me think of it, could be an addition at some point.

Although Insurrection can be a great win condition, it doesn't really synergize with the rest of the deck, plus it costs 8 mana. Blasphemous Act too can be good in certain situations, but its generally this deck making all the tokens. Going to try the deck without these two cards, if I miss either of them, they can return.
Replacing them are: Commune with Lava - which seems like pretty sweet "card draw" for Red, and Impact Tremors - a mini-Purphoros, God of the Forge practically made for Norin.

I understand you might not have the budget for Settler but the replacement you found isn't a goblin and can't be abused with Moggcatcher. It just looks useless in my mind as the best thing about Settler is the fact that you can find it with Matron and Catcher and abuse it with Kiki-Jiki (that you find first with both the cards mentioned).
I'm using the collector edition for Gauntlet of Might and nobody ever complained about it. It's EDH, not legacy or vintage.

Yeah, I know not being a Goblin is a huge downside, but have still been able to use it with Conjurer's Closet and Kiki Jiki before, and it is one of the cards that I will try trade for if I come across anyone with one

You're probably right, I'll cut Widespread Panic instead, do want to put it back in at some point though.
Cards I considered: Prophetic Flamespeaker: I like it, but probably won't connect often enough. Twinflame: Good for using all the ETB effects, unfortunately only for a turn. Harness by Force: Can be an almost-insurrection, probably not needed though. Spawn of Thraxes: Probably the least likely to go in, an ETB ability that kills creatures and damages players, but it probably costs too much. Might go in at some point though...

Notes: Mindclaw Shaman doesn't always work out and Caged Sun is fun with Goblin Welder, but too slow. Ogre Battledriver has been on the Maybeboard for a while and now has found a spot, great with all the tokens and Pandemonium effects. Widespread Panic adds to the disruption + chaos of the deck. Other considerations: Curse of Chaos, From the Ashes, Spitebellows, Tempt with Vengeance, Eye of Doom, Pilgrim's Eye, Surveyor's Scope.

Notes: Born of the Gods Update! Tempt with Vengeance has seemed quite good for this deck, it's synergistic with so many other cards (Ogre Battledriver, Warp World, Skullclamp, Warstorm Surge, Purphoros, God of the Forge etc) and has finally found a spot. I have Reverberate, Reiterate & Wild Ricochet as other Fork effects still in the deck anyway. Other considerations included Fated Conflagration & Felhide Spiritbinder (seems really good for the deck, just wish I had more Inspired enablers for it, might go in at some point in the future though).

Have made a small change however, and am looking forward to testing Myr Battlesphere in the deck.

Pilgrim's Eye: Assures hitting land drops.
Planar Portal: Repeatable Demonic Tutor that costs 12...

Currently considering adding Myr Battlesphere to the deck, goes with all the token making, can be abused with Goblin Welder, Trading Post and what not and seems fun with Purphoros, God of the Forge too. Will test it out next time I get a chance ^^

Notes: Mindclaw Shaman doesn't always work out and Caged Sun is fun with Goblin Welder, but too slow. Ogre Battledriver has been on the Maybeboard for a while and now has found a spot, great with all the tokens and Pandemonium effects. Widespread Panic adds to the disruption + chaos of the deck.
Other considerations: Curse of Chaos, From the Ashes, Spitebellows, Tempt with Vengeance, Eye of Doom, Pilgrim's Eye, Surveyor's Scope.

+1 Tempt with Vengeance
Notes: Born of the Gods Update! Tempt with Vengeance has seemed quite good for this deck, it's synergistic with so many other cards (Ogre Battledriver, Warp World, Skullclamp, Warstorm Surge, Purphoros, God of the Forge etc) and has finally found a spot. I have Reverberate, Reiterate & Wild Ricochet as other Fork effects still in the deck anyway.
Other considerations included Fated Conflagration & Felhide Spiritbinder (seems really good for the deck, just wish I had more Inspired enablers for it, might go in at some point in the future though).

Pauper decks: Weenie Tokens — Zombies
My own rules when building a Commander deck:
1) Underrated general that I can build around but the deck must work without him/her too.
2) Every card must be legal in both banlists.
3) No infinite combo that could win (and ruin) instantly a multiplayer game.
4) Synergy at all costs; stay on theme, avoid goodstuff.
You're probably right, I'll cut Widespread Panic instead, do want to put it back in at some point though.
Cards I considered:
Prophetic Flamespeaker: I like it, but probably won't connect often enough.
Twinflame: Good for using all the ETB effects, unfortunately only for a turn.
Harness by Force: Can be an almost-insurrection, probably not needed though.
Spawn of Thraxes: Probably the least likely to go in, an ETB ability that kills creatures and damages players, but it probably costs too much. Might go in at some point though...
So yeah, nothing too exciting!

Notes: M15 Update. Considerations from the set included Act on Impulse (which probably costs too much, compared to something like Wheel of Fortune), Goblin Rabblemaster, Kurkesh, Onakke Ancient, Perilous Vault & Soul of New Phyrexia but none of them have found a spot in the deck as of now. Have made a small change however, and am looking forward to testing Myr Battlesphere in the deck.

Dualcaster Mage seems like an excellent card, going to Reverberate with it, as well as cut another of the effect (Wild Ricochet).
Feldon of the Third Path also seems solid in the deck, being great recursion for mono-red. Felhide Spiritbinder was good at triggering at ETB when I got to connect with it, and will be moved to the Maybeboard for now.
Krenko, Mob Boss has been on my Maybeboard for a while now, and have finally found a spot for him. Strionic Resonator can be great from time to time, but is usually win-more.
Unstable Obelisk is great as it not only is mana ramp, but also can deal with any permanent at all.
Mogg Infestation also makes its way back into the deck, Relic of Progenitus is great but being unable to tutor it makes it unreliable.
Other considerations:
Daretti, Scrap Savant: Repeatable looting, and also a second Goblin Welder ability that can be useful from time to time. Going in my Maybeboard for now, might make it in at some point if I find a spot for him.
Flamekin Village: Entering tapped, and essentially costing RR to give something haste are downsides, but could be useful.
Volcanic Offering: Can get rid of 2 nonbasics and 2 creatures, definitely not a bad card.
Myriad Landscape: Not sure if the deck needs it.
Burnished Hart: Not a new card, but with the addition of Feldon of the Third Path and the consideration of Daretti, Scrap Savant made me think of it, could be an addition at some point.

Notes: Fate Reforged Update!
Following the discussion in Gaka's thread, have decided to try out Outpost Siege in place of Mind's Eye. Outpost Siege looks pretty sweet in here, not only does it ping with Norin blinking out, or whenever a token dies, but it can also be a card advantage engine.
Other considerations from this set included Flamerush Rider & Mob Rule.

Notes: Dragons of Tarkir Update!
Although Insurrection can be a great win condition, it doesn't really synergize with the rest of the deck, plus it costs 8 mana. Blasphemous Act too can be good in certain situations, but its generally this deck making all the tokens. Going to try the deck without these two cards, if I miss either of them, they can return.
Replacing them are: Commune with Lava - which seems like pretty sweet "card draw" for Red, and Impact Tremors - a mini-Purphoros, God of the Forge practically made for Norin.
Other considerations from the set included Descent of the Dragons, Ire Shaman, Volcanic Vision, & Tapestry of the Ages.

Cuts include Unstable Obelisk, which I really like, but it was easier to cut than anything else, and Dualcaster Mage, which is situationally good, but hard to re-use. Replacing them are Daretti, Scrap Savant, who has been on the Maybeboard for a while - the card filtering option is great, recursion is going to be useful too, although will never ultimate him, and Pia and Kiran Nalaar, a perfect card for Norin.
Other considerations included Abbot of Keral Keep, Alhammarret's Archive, Flameshadow Conjuring (in Maybeboard for now), Ghirapur Gearcrafter, Hangarback Walker, Sword of the Animist, & Thopter Engineer.
