It's like you took every unoriginal thought in the format and crammed it into a deck.
That being said, it will probably win a bunch.
It's hard not to with UGx. But, I figured that I wanted a deck that will use the attack step more and not get completely blown out. Because it's so "utility creature" based, it's not quite as bad as some, but it still feels dirty.
I could add some productive comments to this but I dont know how much you really want them... Swords to Plowshares should obviously beat out Rapid Hybridization. Plasma Capture and Cryptic Command both feel a little heavy on the cost but you are running a decent amount of flash it looks like. The lack of an equipment package in an aggro with white value deck is odd.

I have officially moved to MTGNexus. I just wanted to let people know as my response time to salvation decks being bumped is very hit or miss.

EDIT: That sounded *****y, sorry. I just meant that that's a pretty standard inclusion in a Rafiq deck. I don't know what to cut but I suppose Elvish Visionary and Wall of Omens are the kind of cards most people cut.
I shy away from the swords of x & y because then the temptation is to suit up Rafiq and protect him with counter magic and do what everybody does with him. But on the other hand, if you're wanting to play with attack step triggers, which seems to be the focus of what you're doing in these colors, they sure are good. My instinct is to say no swords because they're overdone, you've used them plenty, and you're trying out something different. But that's not necessarily the best deckbuilding decision.
The problem is I don't see a lot of creatures, aside from Trygon Predator, Cephalid Constable, Cold-eyed Selkie and Ohran Viper that care about the attack step. What you do have is a lot of ETB ability creatures that beg for more bounce to be added. I know what a fan you are of repeated bounce synergies, cough... hack...., but looking at the current list I want to go there. No D-bag Navigator, but maybe Ghostway and Archaeomancer. I love those two together.
Or cut some of the ETB nonsense and put in more attack-step critters, like Drogskol Reaver, and do add both sets of boots.

Couple specific changes. Fertilid over Sakura-Tribe elder. Curve, blah blah blah, whatever. Kederekt and Evacuation both reset Fertilid and you get twice as many lands out of Fertilid. And as you pointed out once, when someone Enlightened Tutors for their combo piece, shuffle it away.
Mana Vault? And signets? If I remember you had lands coming out of your ass with the ramp you already have. Drop the mana rocks and throw in a Rampant Growth or Farseek.
Honestly, I'd take the cards you really like in these colors, like the Selkie and Trygon Predator, put them on the table, and then start looking for more interesting arcane cards to use. With the power of these colors, you can afford a little jank in the 99. So much power in UG, but you don't have to be generic.
I am also very against Draining Whelk in general. Its too much mana for just a counterspell. I dont care enough about the body you get afterwards, its too expensive.
Vorinclex,Voice of Hunger I know you like stax like effects but I have almost never seen him perform well. I think Mayael the Anima and Omnath, Locus of Mana are two of the few decks that I have agreed that he probably belongs in. Outside of them I usually find he gets spot removed relatively easily and doesn't cause enough impact for the amount of targeting he receives.
I guess I should point out that you seem to be anti creature tutoring too... Green's creature tutors are quite strong to pass on but if I remember right you dont like toolboxing (could be wrong but seeing the build I would assume so).
Oh yeah, I already cut him. He is clearly one of those "dumb in a bubble" cards that has no business being in this deck. Draining Whelk got cut for a 3cmc counter too. I figure that I should run more of the good instants/sorceries and kill Garruk and Lurking Predators. The curve is a lot lower now... will post a list update.
What about Soltari Visionary? Less goodstuff and works well with Rafiq if you plan on using him much.

I could add some productive comments to this but I dont know how much you really want them... Swords to Plowshares should obviously beat out Rapid Hybridization. You are also missing out on a lot of good card draw such as Fact or Fiction, Sylvan Library, and Skullclamp.

Or, if you don't want to cut as much as you need to for a swords package, just include Finest Hour and have something like Rogue's Passage in your mana base or Venser, the Sojourner.
