About this deck
This list is a modified version of bobthefunny's Tibor & Lumia - Spellslinging blue aggro with Melek, Izzet Paragon at the helm. The goal of this deck is to "do stuff." The more stuff you do the more likely you are to draw into a win con. A read though bob's list will give you an idea on how it works. A few Melek specific card/combos have been added.
Step 1: Draw cards.
Step 2: When you have a full hand of cards, Draw more cards.
Step 3: ???
Step 4: Draw cards.
That is exactly how the deck plays out; the goal is to stick one of the awesome equipment on T&L. To get them, you draw cards until you get them, once you have one of them, you draw more cards to make them stronger. Somewhere in there you attack and kill someone. Mostly you look impressive by doing lots of stuff, most of which doesn't do much except let you do more stuff. The fact that some of your stuff does stuff while you do stuff is inconsequential. Until you kill someone with your stuff.
Mana cost matters little as there are so many mana reducers in the deck. Repulse also cantrips which is important for tempo. It would rarely if ever be casted for 3. There is enough draw to keep it going.
I am not against adding windfall effects as they provide obvious benefits. With that said, I haven't felt they are needed in the games I have played so far.

If so, let me know how you plan to out-perform those that do.
EDIT: your mana curve seems high compared to some other lists.
Have you considered gems like submerge over repulse?
I am not against adding windfall effects as they provide obvious benefits. With that said, I haven't felt they are needed in the games I have played so far.
