So obviously there are better esper generals than Chromium. Unfortunately, they've mostly got a pretty bad rep - Zur, Sharuum, and Sen Triplets usually get hated right off the table. Picking Chromium as my general was a political move by me. Casting him isn't important, but hey - he's a 3 turn clock if it comes to that.
Sensei's Divining Top is extra powerful here, because I can use it to miracle pretty much whenever I want when it's not my turn. My main wincon has been a large entreat the angels on my opponent's end step.
It's pretty fun to play - people are always pleasantly surprised to sit down across from a terrible elder dragon, and it seems like nobody knows what to expect vs. esper decks that are neither combo nor Zur.
What do you think? What can I cut? What's missing? Is there anything else that's REALLY good at setting up miracles? (Preferably without tapping me out?)
They aren't cheap cards, so maybe proxy to try them out if you don't own them already, but the pair of Land Tax and Scroll Rack would fit very well with your miracle theme. Especially since you also have Crucible of Worlds, once you get land tax out you can start playing lands out of your graveyard. You have enough basics to make it worthwhile.
Do you run into mostly mass removal as opposed to spot removal in your meta? Darksteel Plate is why I ask. Most times I'd rather Lightning Greaves since it helps your Sheoldred stick around a little longer. We don't have a lot of 'destroy' removal in my group, so any indestructible shenanigans are pointless.

So the deck is esper control, and its coolest feature is the miracle cards from AVR that I can put on top of my deck at will with either Vampiric Tutor, Personal Tutor, Mystical Tutor, or Brainstorm. Terminus or Devastation Tide at the right time can be disastrous for opponents (especially if followed up with identity crisis).

Trinket Mage with Nihil Spellbomb (Could also find me Top or Sol Ring)
Quicksilver Amulet to cheat fatties into play so I don't have to tap out.
Think Twice - to smooth out draws or make miracles happen n the absence of top.
